Pawan Thapa Magar, the House of Representatives candidate from Surkhet-2 from the Dynamic Democratic Party, has made public his election manifesto, making transportation improvements, expansion of basic services, strengthening education and health, and local employment creation the main election agenda.

In the manifesto, he has stated that he has been active in social and political campaigns and has been raising his voice against discrimination and injustice in the Karnali region. He has also mentioned his experience of running for office in local elections, involvement in social movements, and continuous raising of civil rights issues.

According to the manifesto, fares will be implemented based on scientific studies for safe, affordable, and systematic public transport in Surkhet and Karnali provinces. A plan to operate public transport in a shared transportation model in collaboration with the local level has also been put forward. The manifesto also includes a commitment to initiate the establishment of 'Karnali Air' with the aim of connecting remote districts.

The manifesto plans to coordinate between the federal, provincial, and local governments to ensure access to basic services such as electricity, drinking water, and communication for all citizens.

Priority has been given to expanding access to higher education by encouraging child-friendly education, technology, and skill-based education. It has been mentioned that the government will increase its investment in the health sector and emphasize inclusive health services, strengthening the primary health system, and modern hospital management. 

The manifesto has put forward a plan to systematically develop Surkhet Airport as the gateway to Karnali and to take initiatives to have the Kankre Bihar region listed on the World Heritage List. In the agricultural sector, a strategy has also been included to increase the production of local crops, livestock, herbs, and fruits and connect them to the market.
