He has passed on the political legacy from his father to his son through himself. Without him, the local level to parliamentary elections in Sarlahi-4 would not be complete. Due to his hold on the constituency, 55-year-old Shivpujan Yadav of Ramnagar-5 is in the news in every election. His ability to sway caste votes in the election has kept him in the decisive position.

This time too, he is at the center of debate. Having gained prominence through Madhesh-centric politics, he started his parliamentary journey by winning the first Constituent Assembly member election in 2064 from the Madhesi Janadhikar Forum. After that, he was in the then Maoist Center through Tamlopa (Terai Madhesh Democratic Party) until some time ago. This time, he is doing politics by joining UML. This time, he has made his son Amanish a candidate from UML in Sarlahi-4. His influence is not only personal. He has established family members in local politics.

His father Amiri Rai was the Pradhan Panch of the then Gadhiya Village Panchayat during the Panchayat period. Amiri was elected VDC Chairman from the Congress in the 2049 local body elections. Shivpujan's youngest son Rajababu is the Chairman of Ramnagar Rural Municipality. Family and close people are present in various positions at the local level. Local Jitendra Rai said that there has never been a leader like Shivpujan in this area. He is known in the district as a leader who works for his workers as well as the general public in any situation. His nature of taking 'action' in favor of the people has made him popular even when faced with controversies.

He is considered an expert in creating waves in his favor during elections and foiling the opposition's strategy. Although he could not become a candidate himself in the last election due to legal obstacles, he has been playing a role in helping the person he supports win. His relationship with other established leaders in the district is not cordial. He is known for his politics of power and access rather than for developing the country.

He is one of the controversial leaders in the district. The Election Commission had cancelled his candidacy in 2074 due to his involvement in the red passport case. Less than three years after being elected as a member of the first Constituent Assembly, a case of misuse of diplomatic passport was filed against Shivpujan. After that, he was suspended. Since then, he has not been able to enter parliament.

In the second Constituent Assembly member election in 2070, he was defeated as a candidate from the Tarai-Madhesh Sadbhavana Party. In 2074, he was a candidate from the Maoist Center. However, his candidacy was canceled because he was found guilty by a special court in the passport case. Then, he asked his supporters to vote for the Rastriya Janata Party candidate Rakesh Kumar Mishra. In 2074, Mishra was defeated by Amresh Kumar Singh by 1,539 votes. At that time, Shivpujan wanted to defeat Amresh at all costs. After the cancellation of his candidacy, his wish could not be fulfilled. Immediately, he played a role in getting votes in favor of Mishra without asking the party.

In 2079, after the Maoist-Congress alliance was finalized and Congress leader Gagan Kumar Thapa was announced to contest the election from Sarlahi-4, Shivpujan came under pressure from the party to leave the constituency. After hearing the news, he immediately spoke to Congress leader Thapa. ‘Gaganji was confident when he said he would come. I also talked to him,’ he said, ‘At the last minute, when Gagan did not want to fight, I fielded my daughter Madhumala Yadav as an independent candidate.’ Madhumala had secured 14,622 votes.’

According to Yadav, this was his pocket vote. Former Chief District Officer Dr. Kamlesh Kumar Sinha also says that Shivpujan is a skilled player in the politics of this constituency. ‘He can swing 2-4 thousand votes at any time,’ he said, ‘If you are not that smart in politics, there is no point.’ This time too, his daughter Madhumala has filed an independent candidacy. His son, 27-year-old Amanish, is the UML candidate from the same constituency. He says that his daughter has filed her candidacy 'just like that'.

Other party leaders say that the inner secret may be different. There has been a power struggle between Shivpujan and Amresh Singh in this constituency since 2064 BS. In the first Constituent Assembly election of 2064 BS, Shivpujan defeated Mahant Thakur and Amresh Singh by becoming a candidate from the then Madhesi Janadhikar Forum. At that time, there was a competition between Yadav and Amresh to 'capture the booth'.

An explosion was set off outside the polling station to influence voters. Amresh's brother Shambhu Singh was killed in an explosion outside the Gadhaiya polling station. There has been a lot of accusations and counter-accusations between Amresh and Shivpujan regarding this incident. Amresh alleges that Shivpujan ordered the murder of his brother. Shivpujan claims that Shambhu was killed when the bomb he was carrying exploded. At that time, Amresh had filed a case of manslaughter against Shivapujan. Yadav was acquitted after the court failed to prove his guilt.
