Former Congress president Sher Bahadur Deuba, who has been continuously representing Dadeldhura in parliament, wanted to contest the elections this time too but did not get a ticket. The new leadership of the Congress, which emerged from the special general convention, did not give a ticket, saying that the spirit of the Gen-G movement was not in Deuba's favor. For the same reason, former president of the Nepali Sangh, Nain Singh Mahar, is contesting the elections from Dadeldhura this time.
Deuba won all the elections held from 2048 to 2079, became the Prime Minister five times and the Congress President twice. Dadeldhura, which has been bringing Deuba to the center of power and authority in every period, has got Mahar as the new candidate of the Congress after 34 years. Mahar, who was a central member of the then Central Working Committee led by Deuba, has the responsibility of carrying on Deuba's legacy.
This time, 13 candidates, including three independents, are in the election race in Dadeldhura, the stronghold of the Congress. Challenging Mahar, who is entering the election fray for the first time, are UML's Chakra Snehi, NCP's Mansingh Mal, and RSP's Tara Prasad Joshi. Snehi, who has influence in the Dalit community, is a former National Assembly member. Mal is a central member of the NCP. He is a candidate for the first time in the House of Representatives.
Joshi, who became the RSP candidate, was previously a member of the Sudurpaschim Provincial Assembly. Joshi, who won as an independent candidate from Province 'B' of Dadeldhura, resigned from his position as a Provincial Assembly member and became a candidate. Joshi, who is also the former president of UML Dadeldhura, was a candidate from UML in the 2070 Constituent Assembly elections. He came third in the election competition with Deuba.
In the 2079 elections, the party's central committee had taken action against the then district president of the Congress, Karna Malla, for acting against discipline. Malla entered the election fray as a competitor of BP Congress. In this election, it was very difficult for Deuba to continue winning. On one side, independent candidate Sagar Dhakal and on the other, Malla, who had rebelled in the party, were in the fray. Even in that difficult time, Deuba won.
While Deuba got 25,534 votes, Sagar got 13,042 votes. Malla came third with 7,535 votes. The Congress has won five out of seven municipalities in Dadeldhura. The then Maoists won the seats of Aalital and Ajaymeru rural municipality presidents. That is why Mahar seems confident that the votes will come in his favor.
Mahar was elected as the acting district president of the Nepali Congress in 2052 BS, the central president of the Nepali Congress in 2073 BS, and the central member of the Nepali Congress in 2078 BS. Mahar, who has an MA in political science, LLB, and MPhil in political science, is pursuing a PhD in political economics. Mahar is the leader who has created a good 'profile' for Dadeldhura in the Congress after Deuba, says the central president of the Nepali Professors' Association, Prof. Dr. Ramesh Kumar Joshi. 'There are some unfinished development works in Dadeldhura, Mahar should complete them,' he suggested.
Even though the Congress has been winning elections continuously, problems such as education, health, infrastructure, and employment still exist in Dadeldhura. Even though the person they elected has been the Prime Minister for five times, the people of Dadeldhura are still forced to migrate to India in search of employment opportunities. The Bhimdatta Highway connecting Dadeldhura has been dilapidated for a long time, but it has not been repaired. The road from the district headquarters to Deuba's birthplace in Ganyapadhura-1 to Ruwakhola is deserted.
There is a 300-bed federal hospital in Dadeldhura. There are 19 permanent posts of specialist doctors, but there is not a single specialist doctor. Only one medical superintendent is working in the hospital on a permanent post. Serious patients are forced to travel four and a half hours to Dhangadhi for treatment.
'There is no specialist doctor for nose, ear, and throat, and although there is a post for a psychiatrist, no doctor has come,' said Tanka Pant, information officer of the hospital. 'Currently, 250 to 300 patients come to the hospital daily, and in the summer, the number of patients coming for treatment reaches 550 to 600.' Although there are no permanent posts, 14 specialist doctors have been hired on scholarships and contracts. Patients from Bajhang, Bajura, Baitadi, Darchula, Achham, and Doti reach Dadeldhura Hospital for treatment.
There are seven municipalities in the district, including Amargadhi and Parashuram municipalities. There are also Ganyapadhura, Bhageshwor, Aalital, Ajaymeru and Navadurga rural municipalities. Deuba's own municipality Ganyapadhura does not have a blacktop road. Ajaymeru rural municipality has not yet had a blacktop road. Candidates from other parties are trying to win the hearts of voters by making these issues their agenda.
According to the data recently released by the National Statistics Office, the poverty rate is highest in the Far West Province. The overall poverty rate in Dadeldhura is 33.26 percent. That is, out of the total population of 138,538 in this district, 46,083 people are still below the poverty line. Locals allege that Deuba, who became the Prime Minister after winning elections repeatedly, has not paid attention to such issues.
Mahar claims that if he is elected, he will work to dispel the disappointment seen in the people. 'Dadeldhura has had a Prime Minister five times. The basic things of the district have been completed,' he says, 'Earlier, the leaders of political parties used to come first, the people used to come second. Now the people have come first. The people have more potential than the leaders. That is why there is disappointment among the people towards the old. I will work to overcome this.' He informed that his goal is to complete the unfinished projects of education, health, and infrastructure in Dadeldhura and to increase employment by developing industry and tourism.
Former Dadeldhura Congress treasurer Gunakar Chataut suggests that Mahar should play a role in completing the projects started by Deuba. 'Work should be done to connect the Paschim Seti Hydropower Project, Pancheshwor Multi-Purpose Project, Medical College and Sudurpaschim with the central government,' he said. Currently, there are 93,403 voters in Dadeldhura, of which 46,446 are women and 46,957 are men. The new voters added later are 1,892.
