UML and Nepali Communist Party are in a race to form a youth wing. After the Gen-G movement, UML has formed the National Volunteer Force. Chairman KP Sharma Oli announced the force on 6 Mangsir.
UML claims to have formed the force to protect the party's policies, leaders and society. On Sunday alone, UML formed the Madhesh province-level force. It formed the force after gathering in Bardibas. It is UML's decision to make it nationwide.
On Sunday itself, the NCP decided to make the YCL a 'paramilitary' force. The YCL central committee, addressed by coordinator Pushpa Kamal Dahal, stated that the paramilitary force was formed to protect its candidates in the elections.
After the Maoists entered the peace process in 2063, after the Young Communist League (YCL) was formed, the parties started forming youth forces. When the YCL took the law into its own hands and started taking action against businessmen and ordinary people, there was strong opposition to it. UML formed the Youth Force to protest against it.
At that time, there were clashes between the YCL and the Youth Force in some districts including Sindhuli. After these two forces were criticized, the paramilitary force was converted into a general organization.
Chairman Pushpa Oli said that a Special Task Force (STF) will be camping in all 165 constituencies across the country to protect voters and candidates. ‘Election-focused YCL squads will be camped,’ he said, ‘The paramilitary squad will protect candidates and voters. It will carry out activities to control financial manipulation in the elections.’
Chairman Oli informed that it has been decided to create a mechanism to coordinate inter-party youth, students and Gen-G youth and to create a command center comprising leaders of youth organizations that have united in all provinces.
YCL is preparing to deploy ‘One Booth Hundred Youth’ in all booth centers, make maximum use of social media, and deploy youth from the respective polling areas in the respective areas.
‘We have trained YCL members with us. Our squad does not have any weapons. We will cooperate with security agencies in the elections,’ he said, ‘But we will join our party if they come.’
UML has organized a National Volunteer Force Madhes provincial level gathering and unified command announcement program on Sunday.
UML has announced the formation of a 49-member command committee in Madhes with Nawaraj Basnet as the unified chief commander, and the announcement of municipal chief commands in 136 municipalities.
UML had formed the National Volunteer Force on November 20 by making Pushparaj Shrestha the central command. UML Publicity Department Chief Min Bahadur Shahi said that the National Volunteer Force will carry out activities within the framework of democracy, rule of law, and the constitution. ‘The National Volunteer Force works within the framework of the law,’ he said, ‘it helps implement the law.’
Announcing the force, Chairman Oli had said that it would work for the party, leadership, leaders, cadres, and the general public.
Security experts say that the competition between parties to form a paramilitary force will increase the challenge to peace and security. Security expert Binoj Basnyat said that forming a paramilitary force on the eve of the election will create an atmosphere of fear in the society.
‘Parties have a key role in maintaining national security. But forming a paramilitary force may increase security challenges,’ he said, ‘Instead of supporting the government, forming a force by responsible political parties increases fear in the society.’
He said that opaque activities will occur when parties form paramilitary forces for party interests and start staying in camps. ‘After forming a force, parties should arrange resources and equipment. Where will it come from?,’ he said, ‘What is the paramilitary force for? The other party may be suspicious.’
He said that there is a risk of clashes between party forces and that it will negatively affect the election. ‘There is a risk of clashes between organized forces in the election,’ he added, ‘That can negatively affect the election atmosphere.’
