Nepal had won the Bagmati Provincial Assembly seat from the then Left Alliance in the 2074 parliamentary election. He became the Minister of Forest and Environment in the provincial government. Nepal has experience working in the then District Development Committee.
In the 2079 House of Representatives member election, NCP's Sapkota defeated Nepal by a margin of 3,356 votes. Nepal received 27,18 votes. At that time, there was a competition between Sapkota and Nepal, the candidate of the Lok-Left Alliance. There is no alliance this time. Sapkota, who entered armed struggle through student politics, became the party district president after becoming the regional committee in-charge, joint secretary in 2071. He became a central member of the party in 2073. He is the district party in-charge and politburo member. In 040 BS, he participated in the communist uprising 'Piskar Rebellion' against the Panchayat rule in Tripurasundari Rural Municipality-4. He has been active in Nepal politics since 035 BS.
He has been advocating for the Guthi land victims. He went underground for rebelling in the Piskar murder case and spent his life in prison from 040 to 043 BS. Although there was talk of former minister Mohan Bahadur Basnet being a candidate from the Nepali Congress in Sindhupalchowk-1, his name was eventually removed. Basnet was elected from Sindhupalchowk-2 in the 079 BS election.
