The journey to the party vice-president was not easy for her. After the Genji movement, the issue of transformation began to be raised with urgency in the country's oldest party. At that time, Bhusal, who was close to the establishment, and 30 central members had voted for a regular general convention of the party before the election of members of the House of Representatives on Falgun 21.

When it became clear that the establishment side of the Congress would not go the way of a regular general convention, 65-year-old Bhusal broke away from the path of former party president Sher Bahadur Deubasit and opened herself to the group of Gagan Thapa and Bishwaprakash Sharma. Her decision paved the way for her to become the Congress vice-president from the special general convention. She is the second woman to become the vice-president after Shailaja Acharya.

Bhusal was born on Falgun 1, 2017 in Pokharathok, Arghakhanchi. Her father Kanshinath Gautam was the Health Minister in the BP Koirala-led government in 2015. After democracy was snatched away in 2017, Kanshinath and his family lived in India for 14 years. Bhusal, who began to understand politics during her migration to India, began her political journey in 2036 by becoming a member of the Nepal Students' Union. During this period, she became a central member of the Nepal Bar Association, an advisor to the Trade Union Congress, a member of the party's legal advisory committee, a member of the women's department, and became the general secretary of the Nepal Women's Union for two terms. With the support of the then Congress leader Khum Bahadur Khadka, she became a candidate for the House of Representatives from Arghakhanchi-2 in 2056. At that time, she was defeated by Dr. Dilliraj Khanal, the candidate of the UML-National Janamorcha alliance. She was elected from the same constituency in the first Constituent Assembly member election in 2064. In 2070, she became a candidate from Constituency No. 2 and was defeated by Dr. Duman Singh Thapa of UML. Then in 2074, she became a proportional representation MP and became the Deputy Speaker. In 2079, she became a candidate from a five-party alliance including the Congress-Maoist. However, she was defeated by UML's Top Bahadur Rayamajhi. This time too, she chose proportional representation for the House of Representatives elections to be held on Falgun 21. Despite being recommended by the district, she was not included in the closed list after the Congress Center set a criterion not to repeat leaders who had had opportunities in proportional representation from 2064 to 2079 elections. Bhusal played an active role in the Interim Constitution Drafting Committee in 2063 and the Constitution Drafting Committee in 2064.

Earlier, she was elected as a central member from the 12th, 13th and 14th general conventions of the Congress. Bhusal, who has been close to Deuba for a long time, says she left after the then establishment faction started treating the Genji movement that took place in the third week of last Bhadra as nothing. In the inaugural session of the special general convention, she recalled leader Shailaja and said that the Congress should be freed from the left alliance.

She announced that a people's Congress should be formed, and that a party should be formed that would spread like a dovetail as Shailaja had said. She is currently ranked third in the Congress in her 50-year political journey since her student days. Bhusal has become the first leader from Arghakhanchi to reach a high position in any political party. Congress District Vice President Bishnu Prasad Bhusal said that such an achievement has increased enthusiasm among the leaders and workers of the district.
