UML Secretary Rajan Bhattarai has questioned the Election Commission's monitoring system for implementing the election code of conduct.

 Speaking at a discussion program on the election code of conduct organized by the Election Commission on Friday, he asked this question. He also expressed curiosity about how prepared the Election Commission is to control the use of money and muscle.

Secretary Bhattarai reminded that the past elections have not been smooth due to the failure to effectively implement the election code of conduct, and said,
‘This implementation has not been effective due to the lack of an effective monitoring system to effectively implement the code of conduct. The election has not been smooth.’

He said that the situation has not yet been ensured where candidates for the election can go to the people with confidence, and can compete fairly without being tempted in a fear-free environment. Stating that the Election Commission is responsible for instilling confidence in such matters, he suggested further improvements in the monitoring system.
