When he entered the central office premises in Sanepa at 12:16 pm on Wednesday, Congress leaders and workers were urging acting president Purna Bahadur Khadka, "Brother, don't let the party split." He replied that he was making a last-ditch effort. After moving a little further, another group showed the same interest. Khadka pointed to the sky and said, "We have the karma in our hands, the decision is above. We are doing the calculations. They will go to the elections and we will defeat them."

 

Khadka entered the central office, pushing through the crowd of leaders and workers. The central working committee meeting was held at 2:20. Shortly before 4 pm, the meeting decided to take action against General Secretaries Gagan Thapa and Bishwaprakash Sharma and Joint General Secretary Farmullah Mansur, who were also ordinary members of the Congress. Even the normal procedure of asking for clarification was not followed during the action. 

While the decision to take action was being made in Sanepa, the supporters of the special general convention had stopped the process of selecting a new central working committee until 8 pm, saying that they were making a final effort for party unity. There was talk that General Secretary Sharma was coming to the central office for discussions. 

In the central working committee meeting, acting president Khadka himself had proposed action against two general secretaries and one joint general secretary. Before passing the proposal, leader Ramesh Lekhak had given a 'briefing' about the discussions during the talks.

According to the Congress central members, the writer had informed about the demands made by the general secretaries in the meeting. The writer had mentioned the demands that the special general convention should be taken over, that President Sher Bahadur Deuba should not play an active role, that Deuba should not sign the ticket given to the candidate in the election, that the candidate be selected by the parliamentary board, that there should be no electoral alliance with any party, that the prime ministerial candidate be declared and that a separate mechanism (high command) should be formed to run the party. 

The writer had expressed his opinion on the legal basis of the authority, saying that the demands were increasing and that the party was heading towards division due to the special general convention. Meanwhile, central members Deepak Giri and Mohan Basnet had urged the writer to finish his statement as the decision on action should be conveyed to the Election Commission immediately. ‘They got angry and asked the writer to shorten his speech,’ said a central member. 

According to central members, Krishna Prasad Sitaula, Bimalendra Nidhi and Prakasharan Mahat were at the forefront of demanding disciplinary action against the general secretaries who were active in the special general convention. They had pressured the central working committee on Tuesday itself to decide on action. The meeting on Tuesday was postponed to Wednesday at 8 am, but it was postponed until 11 am. Even then, the meeting was postponed. After 11 am, Sitaula stormed into the central office asking, ‘Why haven’t the general secretaries been taken action?’ When acting president Khadka and leader Lekhak replied that they were having a dialogue with the general secretaries and that efforts were being made to reach an agreement, Sitaula got up angrily and went to another room.

According to central members, Shekhar Koirala was also among those who insisted that immediate action should be taken against general secretaries Thapa and Sharma. ‘Koirala had repeatedly raised questions at Deuba’s residence and central office about how the general secretaries had the audacity to ask President Deuba to become ceremonial, not to contest the election, not to sign the ticket, and to make himself the prime ministerial candidate,’ said a central member.

Arguing that the general secretaries Thapa and Sharma had done too much against Deuba, Koirala had emphasized that disciplinary action should be taken now. He had also mentioned that Thapa had betrayed Sitaula, Prakash Man Singh and himself in the past. Central members including Dhanraj Gurung, Min Bishwakarma, Bal Krishna Khand, Deepak Khadka, Shyam Ghimire, and NP Saud also said that disciplinary action should be taken against the general secretaries. Shashank Koirala had expressed the view on Tuesday that action should be taken against those in favor of the special general convention. 

As pressure for action mounted, acting president Khadka was worried that the blame for the party split would fall on him. ‘Acting president Khadka was in favor of the party not being split under his leadership. He had said that if there is unity, all the leaders will take the blame, and if there is division, the blame will be placed on his head,' said a central member, 'but Khadka was made to submit a proposal for action and sign the decision.'

Even until the last moment, joint general secretaries Jeevan Pariyar and Badri Pandey, central members Chandra Bhandari, Nainsingh Mahar and Ramhari Khatiwada were in favor of not splitting the party. But no one was allowed to speak on the proposal put forward by acting president Khadka.

After the proposal to take action against General Secretaries Thapa and Sharma and Joint General Secretary Mansur was made, central members Chandra Bhandari and Ramhari Khatiwada walked out of the meeting. Khatiwada said that he walked out expressing dissatisfaction because taking action against the general secretaries would lead to division of the party. 'After the proposal was submitted, we two got up and left the central committee meeting,' he said, 'we were of the opinion that the party should not split. We signed on Tuesday, so that's what was used.'

A large number of leaders close to Deuba are either controversial or old. The majority of leaders have had opportunities in the party and in power repeatedly. Prakashman Singh, Bimalendra Nidhi, Krishna Prasad Sitaula and Vijay Kumar Gachhadar are old. BP Koirala's son Shanshak does not seem to be openly taking a clear stand on any side.

Mohan Basnet, Balkrishna Khand, Ramesh Lekhak, Deepak Khadka and others are controversial. The corruption case against Basnet in the Terramax purchase case is in the special court. The fake Bhutanese refugee case against Khand is pending in the Kathmandu District Court. The corruption case against Gachhadar in the Lalita Niwas government land case is pending in the Supreme Court.

Former Home Minister Lekhak is accused of irregularities in the visit visa case. There is also an allegation of suppressing the Gen-G movement on 23 Bhadra. He had recently given a statement to the Commission of Inquiry and the Human Rights Commission. Deepak Khadka was involved in the Scout land dispute. The case filed by the Commission for the Investigation of Abuse of Authority against Kathmandu-3 President and former MP Santosh Chalise, who is in the Deuba group, regarding disproportionate assets is pending in the special court.

The party leadership was criticized for making Krishna Prasad Sitaula, who was defeated in the House of Representatives, an MP in the National Assembly immediately. Spokesperson Prakash Sharan Mahat, who has been in Deuba's 'kitchen cabinet', is known as a leader who is not tested by the public but keeps getting opportunities.
