The Nepal Police and the Armed Police Force (APF) have extended the application period for recruitment of election police officers for the upcoming House of Representatives elections in one and a half dozen districts where applications have not been received as per the demand.

Security agencies have announced that the deadline has been extended until Saturday due to low applications in some districts of Koshi, Bagmati, Gandaki, Lumbini and Sudurpaschim Provinces.

Both police organizations had opened the recruitment of election police from their respective district offices on 25 Poush. About 200,000 applications were received in the allotted time of one week. In most districts, more applications have been received than the demand. However, some applicants are eliminated from the selection stage because they do not meet the recruitment criteria.

Preparations are underway to recruit 133,980 election police through the Nepal Police and 15,110 through the Armed Police Force to mobilize them for the security of the House of Representatives member election on 21 Falgun. Applications for the recruitment of 115,000 temporary police officers for the security of the House of Representatives and Provincial Assembly member elections in Mangsir 2079 were doubled, or 232,088 people. When applications for about 100,000 temporary police officers were opened for the security of the local level election in Baisakh 2079, applications were tripled, or about 300,000. ‘This time, more applications were requested than before, but fewer applications were received,’ said a police SSP.

According to the police, the election police also includes former border police, former security personnel and forest guards. The Central Security Committee meeting has already approved the mobilization of about 337,000 security personnel for the upcoming election security. Accordingly, about 188,000 personnel are being mobilized from the Nepal Army, Nepal Police, Armed Police Force and National Investigation Department. In addition, preparations are underway to deploy about 150,000 election police officers with a 40-day work period.

Those recruited into the election police will receive the basic salary and clothing and ration allowance of the police and armed police personnel. ‘According to the Unified (Police and Armed Police Force Nepal) Procedure for Recruitment, Selection, Appointment and Mobilization of Election Police-2082, an election police officer receives a salary of Rs. 34,000 for 40 days, which is Rs. 869 per day and 40 paisa, and the security personnel receive a ration allowance of 40 days (varies according to the district rate determination committee).

It is mentioned that a one-time allowance of Rs 846 per person (transportation allowance) will be provided to go and return to the place assigned for the election, a lump sum of Rs 300 per day for four days for lunch expenses, and a one-time allowance of Rs 1,200 for clothing expenses as per the clothing allowance determined by the police and the armed forces in that district according to the weather of the district. All the amounts given in this way will be transferred to the bank account of the concerned election police.

If these manpower deployed for the election are injured in the course of their duties, the injured person will be provided with compensation as prescribed by the government and in case of death, the next of kin will be provided with compensation. The procedure states that if the election is canceled or postponed for any reason, even if they are in training, the appointment will automatically be canceled/suspended.

The Election Commission has already determined 10,967 polling stations and 23,112 polling stations across the country for the upcoming election. Preparations are underway to deploy the inner perimeter police and the election police in the election, followed by the armed police and the army for external security management based on risk.

An election police recruitment and selection committee has been formed in the district under the coordination of the Chief District Officer. The criteria for recruitment are that the candidate must have completed 18 years of age and not have exceeded 54 years of age by the last date of application.

The qualifications are that the candidate must be able to read and write, not have been convicted by a court for a criminal offense that shows moral turpitude, not have membership in any political party at the time of recruitment, be physically and mentally healthy, not be a member of a terrorist or subversive organization, and be a Nepali citizen. For men, the criteria are that the candidate must be at least 5 feet tall, have a chest width of 31 to 33 inches, weigh 50 kg, and for women, be at least 4 feet 10 inches tall, weigh 42 kg, and not be pregnant. The selected election police officers are going to be recruited by training for 10 days and being deployed in the field for 30 days.
