The agreement between the Ujjaya Nepal Party, under the patronage of Kulman Ghising, and the Rashtriya Swayamsevak Sangh (RSS), has been broken within 12 days. Both have accused each other of being responsible for the breakdown of the party unity agreement of 14 Poush. Within hours of the agreement being broken, Ghising became the chairman of the Ujjaya Nepal Party. Anup Kumar Upadhyay, who was the previous chairman, has been made the patronage.
RSP President Ravi Lamichhane and Kulman, who was made the vice president by consensus, held continuous discussions on Friday and Saturday. After two days of discussions, the RSP and Ujjaya Nepal parted ways, saying that they could not unite because of each other.
They reached a seven-point agreement, stating that they would be committed to a self-reliant economy, delivery-based politics, the establishment of 'meritocracy', zero tolerance for corruption, and good governance, embodying the essence of the Gen-G rebellion against corruption and misrule. The agreement stated that the leaders of Ujjaya Nepal would accept the RSP as a party after the unity, and that the election symbol and flag would also be its own.
‘Ravi Lamichhane will remain as the President of the Rashtriya Swayamsevak Sangh (RSS) and Kulman Ghising, DP Aryal and Swarnim Wagle will be the Vice Presidents,’ the agreement stated. ‘In order to make the organizational structure of the party more capable and broad after the unification by adopting the Ujjalo Nepal campaign and linking it with the RSS’s agenda, appropriate adjustments will be made to the young activists and experienced experts affiliated with the Ujjalo Nepal Party and responsibilities will be assigned based on competence, inclusiveness and public image.’ The agreement also stated that the party’s documents would be updated with the Election Commission.
However, the RSS alleges that Ghising has come to the point of going it alone after repeatedly raising demands, contrary to the agreement. “Kulman’s proposal was that the RSP should change its principles, give the senior vice president and general secretary to his party, change the name of the party, and give 30 people from his party central members,” said an RSP leader. “After making demands such as giving the number of his party for direct candidates and allowing the candidates to be selected by themselves, and finalizing certain positions for his party in the government formed after the elections, there was no way to move forward for further agreement.”
President Lamichhane had called an emergency meeting of the party secretariat on Saturday. In the RSP secretariat meeting held ‘virtually’ to inform about the breakdown of unity with Kulman, Lamichhane had said that the possibility of unity had ended as the demands increased.
“Kulman would bring new things every day, one demand was fulfilled, and the next day another demand was brought. "In that too, it was Kulman who brought demands like what is my share, what will I do, how many of my people will be placed where," the leader said, referring to Lamichhane's briefing at the secretariat meeting. "Balen gave the names of the people to be placed in the central committee, the process moved forward. But after Kulman gave the names in proportional representation, he said that he would appoint people separately. If there are good people, let's do the work without saying 'yours and mine', he made the issue of division of labor and power the main issue."
Lamichhane had said in the meeting that he did not accept the proposal to assign Ravi to the party, Balen to the government, and Kulman to the responsibility of physical infrastructure and other tasks. "While discussing the distribution of work among the three leaders, it was agreed that Ravi would handle the party and Balen to the government. We would not accept it if we assigned the responsibility of transforming physical infrastructure according to Kulman's expertise. After they kept talking about what and where I would be, no agreement was reached," a member of the secretariat said, quoting Lamichhane's briefing.
With the breakdown of the agreement with the Rashtriya Swayamsevak Sangh (RSS), the emergency central committee meeting of Ujjaya Nepal held on Saturday made Ghising the chairman. The meeting accused the RSSP of not implementing the agreement and unilaterally breaking it.
Ghising accused the RSSP of unilaterally breaking the agreement. ‘I did not ask for the Prime Minister, party president or any other big post, Ravi Lamichhane took a long time to even say that we should join the coalition quickly, he also took a long time in the proportional representation, we had abandoned everything in the proportional representation, the party has suffered a great loss after having to engage for a long time,’ he said at a press conference organized after the meeting, ‘They have unilaterally announced the breakdown of the agreement, these 12 days have been very painful for us.’
He alleges that in addition to the seven-point written agreement, there was also an unwritten agreement but it was not implemented. ‘Even though we initially requested for a supplementary agreement on issues such as the constitution, federalism, and inclusiveness, they did not agree later,’ said Ghising. He also said that the Ujjaya Nepal Party will contest the elections alone.
‘Even though we, the new forces, were trying to unite, we were forcibly kept out. In such a situation, I would like to express my commitment to move forward alone,’ said Ghising. ‘They took the demands, wishes, and sacrifices of the Nepali people as weaknesses and broke the agreement. I did not expect this situation to come. These 12 days have been a very tense and confusing situation. If they do not allow us to move forward, if we go backward, it will be an awkward situation.’
Ghising says that the leaders of the Rashtriya Swayamsevak Sangh (RSS) have confused him. He also said that he is heartbroken by this situation. Ghising also accused Gen-G representatives including Sudhan Gurung of forcibly taking him to Rashtriya Swayamsevak Sangh (RSS) President Ravi Lamichhane and Balendra Shah to reach an agreement. "We agreed to the proportional list after being forced by Sudhan Gurung and others, saying that we should agree, so we agreed in the final stage of submitting the proportional list," he said. "We decided to leave everything behind and unite with the Rashtriya Swayamsevak Sangh (RSS) on Friday, but the RSS broke the agreement on Saturday. Now the party will run a campaign across the country and field candidates in 165 constituencies." He said that he is also ready to move forward together with the new political force.
On 14th Poush, Ujjwal Nepal had prepared to submit the closed list of members of the House of Representatives separately. The closed list prepared after agreement with the RSS was not submitted. After that, the names of 18 people from Ujjwal Nepal were included in the closed list of the RSS. Only 14 of them were eligible to become candidates. Ghising was unhappy that their serial numbers had been pushed back. Ghising said that he had received information that the RSS had removed those from his party who were on the proportional list.
As dissatisfaction grew in the party, Ghising's party had also tried to submit a proportional list alone, but the commission rejected it, saying it was not in accordance with the law. Ghising was also bargaining over the number of central members of his party in the Rashtriya Swayamsevak Sangh (RSS). He had asked for at least 20 central members, but Lamichhane had said that only 8 to 12 could be given. Ghising, who is the Minister of Energy, Water Resources and Irrigation, Physical Infrastructure and Urban Development, reached Baluwatar on Wednesday evening and submitted his resignation to Prime Minister Sushila Karki.
