The second special general convention of the Nepali Congress is beginning today. The convention, which is set to begin at Bhrikuti Mandap, will feature proposals for reforms related to the party's organizational structure, membership system, representation, candidate selection, and coordination with the government.
According to the main proposal to be presented at the general convention, arrangements will now be made to take party membership through the online system. It has been proposed that the decision regarding membership will be made by a three-member committee at the ward level. The committee will consist of the ward president, the vice-president (if unanimous) and a woman representative selected by the two. If membership is rejected, arrangements will be made to update the reason online. If dissatisfied with this, an appeal can be made to the regional level membership selection committee.
It has been proposed to add a vice-president (woman) at all levels in the organizational structure. One youth under the age of 40 and one professional joint general secretary will be added to the central working committee, while a joint general secretary will be added to the provincial working committee to ensure proportional representation.
In the representation arrangement, it is proposed to abolish the previous system of general convention representatives and start from the ward and make the regional representatives as per the current system 'convention representatives'. It has been mentioned that a minimum of five years of party membership is required to be a convention representative.
According to the electoral system, committees up to the ward, municipality and district with one constituency will be elected from all active members of that area. District, provincial and central working committees have been proposed to be elected from convention representatives. The size of the central working committee is proposed to be 301 members, of which 265 are directly elected and 36 are nominated by the chairman on an inclusive proportional basis. 20 percent youth and 15 percent professional representation will be ensured in the total number.
Additional provisions have also been proposed for Mahasamiti membership. Two people (one woman, one man) under the age of 40 and one representative from the professional sector will be added to the youth side.
According to the proposal regarding minimum qualifications, at least five years of party membership will be required for ward office bearers and convention representatives. It has been proposed that Mahasamiti members and at least 10 years of active membership will be mandatory for district and provincial chairmen. The current arrangement for central office bearers and members will be continued.
Along with the election of the Central Working Committee, it has been proposed to hold elections for the Election Commission, Disciplinary Commission, Accounts Committee, Judicial Commission, International Public Relations Coordination Committee, and Professional Sector Coordination Committee.
While selecting candidates from the party, it has been proposed that the committee at the relevant level conducts an initial election and recommends three people, including one woman. It is also mentioned that inclusive proportional representation will be ensured in the direct election system.
Similarly, a proposal to form a government operation coordination committee under the coordination of the party president to coordinate with the government at each level is also being presented at the general convention. The Congress special general convention supporters have stated that they aim to make the party more democratic, inclusive, and transparent through these proposals.
