Ravi had told the secretariat meeting that after Kulman left the government minister post and agreed to be the deputy chairman of the party, he had been putting up new demands every day. In that too, demands like what is my share, what will happen to me, how many of my people will be placed where,' Lamichhane had briefed the secretariat meeting, 'Balen gave the names of the people to be placed in the central committee. But after Kulman gave his name in the proportional representation, he said, "Let's do the work without saying 'yours or mine'," and instead made the issue of division and power the main focus.' Lamichhane had briefed Kulman that he did not accept the proposal to assign Ravi to the party, Balen to the government, and Kulman to the responsibility of physical infrastructure and other tasks. Kulman would not accept the idea of ​​assigning the responsibility of transforming physical infrastructure according to his expertise.
