Nepali Congress central member Pradeep Poudel has said that whether or not the special general convention will elect the leadership will be determined by the procedures and processes decided by the general convention. However, he said that the special general convention will not divide the party.

‘A majority is not going to divide the party. A majority is going to change the leadership, if the leadership changes, we will go to the Election Commission and update it, not to divide the party,’ he said in an interview with Kantipur, ‘A special general convention sends a message of change. All these things are based on the process. There is no possibility of division if we move forward based on the process.’ 

He said that the decisions of the Central Working Committee meeting violated the party’s statute and that this too would be corrected by the special general convention. ‘The Central Working Committee, the Central Working Committee are guided by the statute, the provisions made clear in the statute cannot be cut by the working committee, all the decisions made by the Central Working Committee meeting before are against the statute,’ Poudel said. 

The Central Working Committee’s meeting last Friday and Wednesday had decided that the justification for the special general convention called by 54 percent of the general convention delegates had ended. The Congress has issued a circular to its subordinate bodies and issued an order to the delegates not to attend the special general convention. The statute has made two separate provisions: calling a special general convention by the central working committee itself and calling a special general convention with 40 percent signatures. Poudel said, "The right to call a special general convention with 54 percent signatures after the central working committee does not consider it necessary is completely legal and procedural. If the regular general convention had been held within three months of the registration of the application for a special general convention, it could have lapsed. If it had not been done, the special general convention could not have been postponed. The special general convention is being held legally on December 27 and 28." Poudel said that today's result came about because the central working committee ignored the demand for a special general convention. "Every body and member of the party must follow the statute. The provisions of the statute must be implemented. Implementing the provisions of the statute cannot be called illegal," he said, "The signatories have been blamed for the lack of procedures. It is not the signatories. It is the fault of the central working committee for not making it." Now the special general convention will move forward by making its own procedures. Leaders and cadres who have been suffering for decades without getting anything will not divide this party. Trying to stop the delegates by creating an atmosphere of division cannot be democratic.’
