'The special general convention has come because the situation is sensitive. Who had asked for a special general convention before Bhadra 23 and we are all having a regular general convention. Moreover, everyone knew that the deadline would be extended by one year,' Thapa said, 'We had already said that the general convention would be held in 2083 BS. If this matter is added to the agenda, I will repeat it again, we, the young people in Nepal, staged a big rebellion on Bhadra 23 and 24. The citizens expressed great dissatisfaction.'

Thapa said that the Congress should also listen to the voices raised by the Gen-G youth. Why did those who demanded a general convention change Bhadra 23 and 24? How did it happen? What was our role? Thapa said that the situation of a special general convention has arisen after it was not possible to demand a regular general convention within Mangsir. Thapa said that acting president Purna Bahadur Khadka did not bring a consensus proposal in the performance committee meeting. Thapa said that the main point of Khadka's proposal was that a special general convention was not necessary and that he did not agree with it. 'This is completely against the statute. I have also raised this point in the meeting. I had presented the agenda of the regular general convention in 2082 BS in the meeting of the Godavari Mahasamiti. At that time, what was said was that this is the right of the Central Working Committee to do it later. If the Central Working Committee was to run the agenda of the general convention in a systematic manner, then the new Central Working Committee would have been formed as soon as the new F Central Working Committee came. We would have formed it to do this and that after four years. That is just the agenda, the agenda came. Therefore, saying that everyone does not need to call this statute is a clear misinterpretation of the statute,' Thapa said. Thapa also said that the acting president brought a proposal against the special general convention without mentioning the provisions of the statute. 'I found that he worked very hard to see if any article could be codified. I found that there was a long discussion here to see what he could say. But nothing could be said. After the agenda of the regular general convention was announced according to the party's statute, it was only said that a special general convention was not necessary. This is not in accordance with the statute. This is a misinterpretation of the statute,' Thapa said, 'I have told all my friends including the chairman. If the center does not call a special need, the general convention representatives have established this right. This happens everywhere. It happens in a bank too. It happens in a cooperative too. It happens wherever there is membership. The annual convention should be called, but if it is not called, it is said that it can be called with this percentage.'

Thapa clarified that the demand for the special convention is to change the policy and leader. 'If it can be done quickly, let's make it regular within Mangsir. You were our responsibility, right? It's not a regular convention. Again, you don't get it when someone loves you. But if you can't do it quickly in November, let's hold a special general convention from the old general convention representatives, change the leader, change the policy, and make a national resolution,' he said.

General Secretary Thapa also said that there is no truth in the fact that the special general convention will divide the party. 'Why is the air being blown that the party will be led towards division while implementing the constitution? Who wanted the division of the party? Why are the party's general convention representatives who are constantly coming to participate in the special general convention, they are the party's general convention representatives. They have been demanding a general convention by exercising their right under the constitution. What they have been told is that if this section of the constitution is used, it will lead to division,' Thapa said, 'This section of the constitution was not used or implemented, so many friends from all over the country were not even tried to listen to what they said. What he said does not mean that it should be. What they said is not guaranteed to happen. But if there is no attempt to listen or communicate, the party will break up. The party will break up only formally, which means the party will lose the trust of its cadres.'

Thapa said that a special convention must be held before the upcoming elections. 'We must hold a convention before the elections. Whatever decision we reach, if we sit down with the party leaders and friends who have raised their voices that the party's policies should be changed, if we come to a common ground by talking to them, having a dialogue, and listening to them, the party will remain one place,' Thapa said.
