Senior advocate Radheshyam Adhikari has said that the demand for a special general convention within the Nepali Congress party is legitimate and it should be called.

He said that this process must be carried out as 54 percent of the general convention delegates have collected signatures and made a demand.

The official said, ‘The demand of 54 percent has led to a situation where a special general convention has to be called formally. It must be called. It must be discussed and concluded.’ Clarifying the provisions of the party statute, he added, ‘This right belongs to the general convention delegates. This right cannot be exercised until 40 percent is reached. But after reaching 40 percent and registering the demand, this matter has gone beyond the president or general secretary. After that, whoever calls it becomes legal. The delegates can gather themselves and turn it into a general convention within three months. The general secretary is only an administrative medium. There is no ambiguity in this.’

He suspects that those who want to fail the general convention may try to discourage the delegates. ‘Those who want to fail, let them discourage people, we have already spoken in Baisakh, let them tell them not to do it before the elections. But if the representatives do not come, it is not the fault of the party that calls, it is the responsibility of those who sign,' the official said.

He stressed that a general convention must be called to comply with the statute. 'Whoever calls, even if a member calls, it is legal. The general secretary has the right to certify. If they call, it will become official,' he said.

A debate is underway in the Nepali Congress over the demand for a special general convention after the regular general convention schedule was affected. More than 54 percent of the delegates submitted their signatures last Asoj. General secretaries Gagan Thapa and Bishwaprakash Sharma have already decided to call a special general convention.
