Proportional list could not be selected as per the provisions of the constitution: General Secretary Thapa

Nepali Congress General Secretary Gagan Thapa has said that the proportional list has not been selected as provided for in the constitution.

He said in a video released on Thursday night that the proportional representation system is being continuously flouted. He said that the old and new parties have not done so despite the proportional representation system being used to bring communities that are not represented in parliament. He said that the constitution itself should be amended to improve this.

'Now, powerful leaders have done this to win elections by keeping 5-6 people from their constituencies and 10-11 people from districts, both new and old. Because the constitution does not specify how to represent geography and population,' he said. He proposes that the constitution itself should be amended to stop this situation.
