Former UML Vice President Bhim Rawal from Achham-1 and Kathmandu Metropolitan City Mayor Balendra Shah's Chief Personal Secretary Bhupdev Shah have announced that they will contest the election from Achham-2 .
Shah, whose permanent residence is Mangalsen Municipality-4, said that he has reached the mindset to contest the election After not being nominated as a candidate from the party, Rawal was expelled from the UML, even as an organized member, after he spoke against the party. After that, Rawal, who ran the Matrubhumi Jagran campaign, recently joined the Nepali Communist Party and has been recommended as a direct candidate from Achham Constituency No. 1.
Rawal was a candidate for the seventh time from the UML. He was defeated by Bal Bahadur Kunwar of the Nepali Congress in 2048 from Achham-1. Similarly, he won in 2051 and was defeated by Govinda Shah of the Nepali Congress in 2056.
Rawal was also included in the 72-member team of the interim parliament from the UML in 2063. He became a proportional representative in 2064. Similarly, he won the elections directly in 2070 and 2074. In 2074, Rawal won by 7,000 votes more than his nearest competitor. In his own constituency, UML was defeated by about 4,500 votes in 2079, while Rawal was in UML at that time.
Leaders claim that the Nepali Communist Party is in a better position than other parties in Achham-1. ‘We have directly recommended 5/5 people from both constituencies.’ Leader Rawal has been recommended number one from Achham-1,’ said Nepali Communist Party leader Prakash Shah, ‘After the central committee meeting on February 27, we are preparing to take the election program to every tol.’ We are still in a strong position in Achham-1.’
According to him, Nirmala Saud and Bhim Bahadur Bhandari (immigrant) have been included in the party’s proportional closed list from Achham. ‘Restoring the parliament is not our agenda, we are trying to go to the parliament with a mandate,’ Shah said, ‘We need to take the message of party unity to every village.’
Nepali Congress, on the other hand, is caught in the grip of the party’s general convention and the general election on the other. Congress Achham Secretary Takkar Shah says that there is disappointment due to the uncertainty of the general election and the party’s internal elections. According to him, the party has recommended 10 people from Achham-1 and 18 people from Achham-2 for direct candidates. Tek Bahadur BK from Achham-2 is on the party's proportional closed list.
District Secretary Hirand Bhattarai said that the CPN-UML is currently preparing to recommend candidates. According to him, in the case of districts with two or more constituencies, as per the central party's circular, the names of those who want to be candidates are noted from the regional coordination committee meeting on Poush 20, the district party gives its opinion on the names and sends them to the province by 22, and the province also gives its opinion on the names and sends them to the center on 24.
UML is taking the initiative to nominate Krishna Prasad Bhattarai and one of Jhapat Bohara from Achham-1 and Yagya Bahadur Bogati from Achham-2, UML leaders say. ‘Our competition is only with the Congress in both constituencies of Achham. Even if other parties win some votes, it is not right to say that there will be competition,’ he said.
The National Independent Party is also preparing to field its own candidate directly in Achham for the first time. According to the RSP leader, Om Prakash Rawal from Achham-1 and Jeevan Timilsaina from Achham-2 are preparing to be candidates. But with the announcement of Balen Shah’s personal secretary Bhupdev Shah and some other famous faces to contest the election from Achham, there is now a tug-of-war among RSP leaders to become candidates.
‘RSP has focused more on the voters in the diaspora. About 5,000 voters in India are preparing to come to vote for RSP,’ says Jeevan Timilsaina, the leader of RSP Achham, ‘This time, the votes of many will change. We are preparing accordingly.’
