The group believes that looking at the candidate lists submitted by the parties, it appears that preference has been given to people who are focused on old faces, access, and power.

A civic group has expressed serious objections to the closed list of proportional representation candidates submitted to the Election Commission by various political parties for the upcoming elections. The group has objected to the candidates included in the closed list, saying that they are against the spirit of inclusive democracy and the spirit of the Constitution.
'The main objective of the proportional system is to ensure real representation of the backward classes, communities and marginalized groups of society,' the statement issued by the group's chairman Bishnu Hari Dahal states, 'The lists submitted by both the so-called new parties and the old parties that have been in power for a long time give the impression that the proportional system is being used as a means to safely enter parliament for party leadership, people with access, nepotism-favouritism and influential groups of a limited circle rather than as a means of social justice.'
The group believes that looking at the candidate lists submitted by the parties, it is seen that priority has been given to old faces, access and power-oriented people. They say that this will hinder the development of new leadership and the necessary reforms in the political system.
In the statement, the civic group reminded that in the past too, the group has continuously raised its voice in favor of democratic values, good governance, inclusiveness and political reforms. It is claimed that the group has been trying to hold parties accountable through public debate, campaigning and pressure at various times. The group has urged all political parties to understand the spirit of proportional representation rather than limiting it to legal formalities. It has also demanded transparency, inclusiveness and meaningful participation of the new generation in the candidate selection process. Otherwise, the group has warned that pressure and resistance programs will be launched from the civil level.
