The list of proportional representation candidates submitted by the Nepali Congress to the Election Commission includes names ranging from Arjun Narsingh KC, who has repeatedly served as a minister and MP since the Panchayat era, to Sanjaya Pokharel Poudel, daughter of President Ram Chandra Poudel.

The proportional list submitted by the Congress also includes names of former ministers Romi Gauchan Thakali, Bhishma Angdambe and Bhimsendas Pradhan.

Similarly, the names of former minister Bal Bahadur KC's wife Rina Upreti and his sister Goma KC have also been included in the list.

After a dispute arose during the preparation of the proportional list, the Congress had imposed a 60/40 share distribution between the establishment party and other parties. Congress had set criteria not to include those who had got the opportunity through proportional representation since 2064 BS. According to the criteria prepared by the Congress, provincial assembly members, local municipality officials, and people who are proportional representatives in the provincial assembly will not be included in the list.

Congress General Secretary Gagan Thapa has refuted the public criticism that his father-in-law Arjun Narsingh KC was included in the proportional list. He wrote on social media Facebook, 'A rumor has been spread that Nepali Congress leader Arjun Narsingh KC has been placed on the proportional list due to my efforts. I want to clarify; this is against my wishes. It is a decision against my request and every possible effort.' Mine and his have their own political views and decisions, sometimes they agree, sometimes they disagree. Just as once our political views and priorities did not match and we contested the election for the post of general secretary of the party with different agendas and resolutions. This time too, our opinions differed on whether or not the senior leaders of the party should choose the proportional system.'
