The Congress has distributed 110 seats on the proportional representation side by allocating quotas in proportion to the provincial population.
Accordingly, 18 names have been sent in Koshi, 21 in Madhesh, 22 in Bagmati, 11 in Gandaki, 17 in Lumbini, 10 in Karnali and 10 from the Far West. Congress Publicity Department Chief Min Bishwakarma said, ‘With this scientific and new criteria, Congress has not allowed injustice in representation from all provinces and districts.’
According to the details submitted by the Congress to the Election Commission, 18 names have been sent from Koshi Province, including 9 indigenous people, 4 Khas Aryas, 1 Tharu, 2 Dalits, 1 Madhesi and 1 Muslim.
Similarly, 21 names including 1 indigenous person, 1 Khas Arya, 1 Tharu, 3 Dalits, 12 Madhesi and 2 Muslims have been sent from Madhesh Province, and 12 names have been sent from Bagmati Province, including 1 indigenous person, 8 Khas Aryas, 1 Dalit and 1 Madhesi. There are zero seats for Tharu and Muslims in this province. Similarly, in Gandaki Province, 11 names have been sent, including 5 indigenous people, 4 Khas Aryas and 2 Dalits. In Gandaki, the Tharu, Madhesi and Muslim quotas are zero. 
In Lumbini, 17 names have been sent, including 3 indigenous people, 5 Khas Aryas, 3 Tharu, 2 Dalits, 3 Madhesi and 1 Muslim. In Karnali, 10 names have been sent, including 2 indigenous people, 6 Khas Aryas and 2 Dalits. In Karnali, the quota of Madhesi, Muslims and Tharu is not included. In Sudurpaschim, 10 names have been sent, including 6 Khas Aryas, 2 Tharu and 2 Dalits. There is no representation of indigenous people, Madhesi and Muslims in Sudurpaschim.
In the list submitted by the Congress, out of 110 proportional seats, Khas Arya has the highest representation. In all seven provinces, 34 names have been sent from Khas Arya. In the second place are indigenous people. The details state that the names of 32 indigenous people, 7 Tharus, 15 Dalits, 17 Madhesis and 5 Muslims have been submitted to the Election Commission.
According to Congress leaders, the delay in selecting the names is due to intense tussle between faction leaders within the party. The meeting held at the party central office in Sanepa since 8 am to select candidates is still ongoing.
