Even though it has been a month and a half since the formation of the CPN (Maoist), Unified Socialists and six other small parties, the central committee has not yet been formed. The provincial, district and local committees of these parties, as well as their sister organizations, have not yet been integrated.

The organizations are in confusion due to the lack of integration of the central, provincial and local committees, and the election-focused programs have also been affected.

Eight constituents, including the two main ones, had announced the NCP at a unity conference in Kathmandu on 19 Kartik. It was mentioned that the central committee would be formed on the basis of mutual agreement by integrating the former central committees of the parties that participated in the unity process. The unity agreement states that there will be a political committee, secretariat, and work coordination committee within the central committee.

The central committee, including the provincial, district, municipal, and ward level committees, will also have coordinators and co-coordinators, and the representatives participating in the unity national conference and unity general convention, planning, and organizational structure will all be formed on mutual agreement and understanding. ‘Unity adjustment at all levels of the party ranks, in all levels of party committees and mass organizations, arrangements will be made to have in-charges and co-in-charges and coordinators and co-coordinators from the constituents participating in the unity, as far as possible,’ the agreement states. But the adjustment process has not progressed yet.

According to a leader of the NCP, preparations are underway to form a 2,499-member central committee. Although it is easy to include leaders of the Maoists and Unified Socialists, the leaders say that it is difficult to form a committee with leaders from small components. ‘The adjustment of the central committee has been delayed because the leaders of the small parties that have come together are trying to have more leaders on their side,’ the leader said.

The NCP’s statute mentions the formation of a central working committee of 601. That committee will have an executive role. After that, central office bearers will be formed. Preparations are underway to form central office bearers after the adjustment of the central committee. NCP spokesperson Agni Sapkota said that the central committee will be adjusted soon as the top leaders are busy with the unity meeting. ‘Discussions are underway for the adjustment. It will probably be finalized soon,' he said, 'Even though the central committee will be more than 2,000 to hold the general convention, the working committee will be a little smaller.'

The Election Commission has already registered the name of the NCP and given it the election symbol of a star. After the unification, the NCP has already submitted the letter of dissolution of the Maoist and Unified Socialist Parties to the Parliament Secretariat. However, the parties that have been dissolved by the Election Commission are being represented in the National Assembly and provincial assemblies by MPs under the names of the Maoist and Unified Socialist Parties.

'The letter from the Election Commission must have reached the Parliament Secretariat,' said NCP leader Beduram Bhusal, 'Since the NCP has been formed, we are making arrangements for the representation of MPs under the same name in the national and provincial assemblies.' The NCP is yet to elect the leader of the National Assembly. 'Currently, the meetings of the committees of the National Assembly are being attended by the names of the old parties. After the leader of the parliamentary party is elected in the National Assembly, there will be representation from a single party,' he said.

Even the central office bearers have not been formally selected after the unification. NCP coordinator Pushpa Kamal Dahal and co-coordinator Madhav Kumar Nepal have been given the sole authority to make decisions. The party's central decisions are made with the agreement of the two leaders. Only when necessary, the two leaders have involved close leaders in important decisions. The ranking of other senior leaders of the party has not been formally finalized. There is an agreement that Jhalanath Khanal will be the third priority of the NCP, Bamdev Gautam the fourth, Narayan Kaji Shrestha the fifth, and Bhim Rawal the sixth. Similarly, the ranking of other components that have joined the unification will be decided based on the seniority of the other components.
