He has admitted that he had asked for donations from the Land Revenue Office. 'The Land Revenue Office is a place where bribes are taken a lot, we have decided not to hit it too much,' he told Kantipur. 'That is why we have asked for Rs 51,000 from the Land Revenue Office.'

However, he claimed that he had not received the money. When asked if he had signed the receipt, he said, 'The money has not reached me, our friend got it signed, they must have understood.'

According to UML City Chairman Yadav, similar donations have been asked from other government offices in the district headquarters. He said that donations have been asked from schools, industries, and other government offices as well.

'We are doing as instructed from above to raise the expenses for going to Kathmandu for the general convention, but there is no coercion in this,' he claimed, 'Those who give give willingly, we do not force those who do not.'

However, the head of a government office in the district headquarters said that those involved in collecting donations are doing so by force. The head of the office alleges that they are threatening to 'show' if the amount mentioned in the receipt is not given.

'They are demanding money by force, they had come to me with a receipt,' the office chief said, 'When I refused to accept the receipt, our government would come again, and then they threatened to show it and left.'

Similarly, a UML leader from Siraha said that UML is collecting donations throughout the district. 'There is a circular to collect donations from the party, and money is being collected in that manner,' the leader said on condition of anonymity, 'But, this further damages the image of the party, we opposed it within the party, but there was no hearing.'

Siraha Chief District Officer Surendra Poudel said that he was not aware of any forced donations being collected from anywhere, defending UML. 'I spoke to them wherever they were requested, and they did not find any force,' he said, 'Force is illegal, it cannot be said that it was voluntary.'

UML District President Ashok Yadav said that they do not have a policy of collecting money from anyone other than cadres in this way, and the person who does such an act will be responsible for it. 'We have no policy of collecting money in this way,' he said, 'The person who does this should be responsible for it.'
