Newly appointed Chief Minister of Madhesh Province, Krishna Prasad Yadav, and three ministers took the oath of office and secrecy from Province Chief Surendra Lav Karna on Sunday. Janmat Party parliamentary party leader Mahesh Prasad Yadav took the oath as Finance Minister, Jangilal Rai Yadav of the Nepali Congress, and Kanish Patel, chief whip of the Unified Socialist Party, took the oath as ministers without portfolios.
Yadav of the Congress was appointed Chief Minister on Friday. Although the Yadav-led government was supported by the MPs of JSP Nepal, Janmat, LSP, Maoist, Unified Socialist Party and Civil Liberties, only Janmat and Unified Socialist Party have participated in the cabinet so far.
JSP Nepal Chief Whip Ram Ashish Yadav informed that he did not join the cabinet as per the party's decision. 'There is no dispute. Our party has decided to join the government only after the Chief Minister takes a vote of confidence,' he said, 'We have asked for three ministries based on the number.'
Maoist Parliamentary Party leader Bharat Prasad Sah said that he did not join the cabinet as there was no agreement on the division of power. He said that the decision has not been made due to lack of time. 'It could be on Sunday itself. It could be in two/three days,' he said, 'Ministry should be distributed on the basis of doing the government's work efficiently. In the absence of that, we did not join the cabinet. We will go after everything is decided without going to the departmental level.'
LSP parliamentary party leader Jayanul Rain said that there is no disagreement within the ruling coalition. He informed that even though there is a preparation to go without a department, the decision has not been made by his own party in time. ‘The Chief Minister has gone to the village. After coming to Janakpurdham, the decision on additional ministers will be made after further discussions,’ he said, ‘It will be easier to work when everything is clear. That is why we did not go to the cabinet on Sunday.’
JSP Nepal provincial MP Lalita Bidhokri objected to the exclusion of Dalits and women from the cabinet. Bidhokri said that they should be included in the upcoming cabinet expansion. Chief Minister
Yadav is preparing to take a vote of confidence on Wednesday. The Chief Minister plans to expand the cabinet after receiving the vote of confidence. However, some parties are insisting that ministries should be distributed before the vote of confidence.
The first meeting of the Council of Ministers has decided to cancel all the decisions taken by the previous government led by Chief Minister Saroj Kumar Yadav. Minister for the Interior Kanish Patel informed that it has been decided to stop all the decisions including transfers, assignments, changes in responsibilities and assigning additional responsibilities from the Council of Ministers meeting held from 23 Kartik to 21 Mangsir.
Similarly, it has also been decided to give Secretary of the Ministry of Industry, Commerce and Tourism, Jayakumar Ghimire, the responsibility of the acting chief of the Chief Minister and Council of Ministers' Office, along with administrative and financial powers, in addition to his current responsibility, until further notice.
Madhesh Province Chief Justice Birendra Mahato has been relieved of his post. Immediately after the formation of the new government, Chief Minister Karna relieved him of his post on the recommendation of Chief Minister Yadav. Mahato, who was appointed through the public opinion quota, had argued on behalf of the government in the writ petition filed against the appointment of the then Chief Minister Saroj Kumar Yadav.
