UML Senior Vice President Ishwor Pokharel, who has announced his candidacy for the post of president, has submitted the concept paper prepared for the party's eleventh general convention to the party office.

The Pokharel group submitted the concept paper after reaching the party office in Chyasal on Monday. The 40-page concept paper he submitted covers topics ranging from the recent victory of Zohar Mamdani, who was elected as the mayor of New York, America, indicating that socialist ideas have been reawakened in the center of capitalism, to how the economic center is gradually shifting from Europe and America to China, India and East Asian countries. The concept paper also mentions that despite the progress made by Nepal in the fields of infrastructure construction, education, health, communication and transportation in the last three decades, there has been a slowdown in job creation and a tendency to do business to earn short-term profits rather than invest in industry. The concept paper covers issues ranging from the problems created by climate change to the success of the Sagarmatha Dialogue held by the government led by Chairman Oli in 2082 Jestha. The concept paper also covers the impact of digital platforms on society. The concept paper states, 'The changes in the class division of society have not been adequately analyzed. There is a growing need for a new commentary on the definition of class itself, the opportunities created by new digital platforms, and its production relations.'


The concept paper also mentions the new global practice of the balance of power. It also includes the issue of America's interests clashing with both India and China, saying that the balance of power in the world is changing, and its impact on Nepal. It states, 'America's interests, which are trying to maintain its status as the sole superpower and justify its political and economic values, are clashing with both India and China. Nepal is in a geopolitically sensitive position as the interests of all three of these world and regional powers are intertwined.' The concept paper states that the events of Bhadra 24 have confirmed that Nepal's sovereignty and national independence are at risk due to increasing geopolitical friction. The concept paper has been explained in a separate subtitle as a review of the Gen-G movement. Stating that it is time to give voice to the leaders and cadres who are facing the moral pressure of the consciousness created after this movement, the concept paper writes – 'We must objectively refute the accusations made to weaken our party and movement by placing the entire blame and responsibility for the ongoing problems on us.' It is written – 'When analyzing the entire sequence of events and their nature, there is no doubt that the current situation is a regression from a constitutional perspective.' The concept paper, borrowing Lenin's words, states that the extremism of saying 'everything is fine' is not stability but the beginning of decline. It is written – 'The incidents of Bhadra 23 and 24 should be investigated objectively and factually, and legal action should be taken against the guilty.'
