Krishna Prasad Yadav has been appointed as the sixth Chief Minister of Madhesh Province. Province Chief Surendra Lav Karna appointed him as the Chief Minister on Friday evening in accordance with Article 168 (2) of the Constitution. Currently, there are 104 provincial assembly members in Madhesh Province. Out of which, Yadav had submitted his claim in support of 77 provincial assembly members. The Yadav-led government has been supported by MPs from JSP, Janamat, LOSPA, Maoist, CPN-S and Nagarik Unmuktika.

After Chief Minister Saroj Kumar Yadav resigned last Wednesday, Provincial Chief Karna had called for the formation of a new government. After a long tug-of-war, the seven-party alliance had agreed to make Yadav of the Congress the Chief Minister today. 

Shatru Dhan Yadav, Legal Officer at the Provincial Chief's Office, informed that preparations have begun to hold the oath-taking ceremony of the newly appointed Chief Minister Yadav on Sunday. Preparations are underway to take oath along with Yadav. The newly appointed Chief Minister Yadav said that one minister each from all parties will also take oath with him. The decision on the remaining ministers will be made after a vote of confidence, he said. The seven-party alliance is preparing to decide on the vacant post of Speaker in the Madhesh Provincial Assembly after receiving the vote of confidence. 

Currently, there are 103 provincial assembly members in Madhesh Province. Out of which, Yadav had submitted his claim with the support of 77 provincial assembly members. Yadav has been supported by 22 from Nepali Congress, 18 from Janata Samajwadi Party (JSP) Nepal (one suspended), 13 from Janmat, 8 from Loktantrik Samajwadi Party (LOSP) (one suspended), 9 from Maoist Center, and 7 from CPN-UML. Apart from these, Civil Liberties Provincial Assembly member Urmila Devi Singh has also supported the Yadav-led government. 

The Gen-G rebellion of Bhadra 23 and 24 had also created a political wave in Madhesh Province. Since then, three governments have been toppled and a fourth Chief Minister has been appointed in Madhesh. At the time of the Gen-G rebellion, the then Chief Minister Satish Kumar Singh had resigned from Facebook. Later, when the Madhesh Provincial Assembly was not dissolved, he took a stand to remain in office. After widespread criticism, the Janmat Party recalled him. However, when Singh did not show any intention to step down, the party formed an alliance with other parties to remove him. 

He resigned on Asoj 10 before taking the vote of confidence. After that, LSP provincial assembly member Jitendra Prasad Sonar (Sonal) was appointed Chief Minister on Asoj 11. Sonal also resigned on Kartik 10 after not seeing any possibility of getting the vote of confidence. 

While discussions were ongoing between the parties to form the government, the then provincial chief Sumitra Subedi Jhandari appointed Yadav, the leader of the parliamentary party of the largest party UML, as the Chief Minister on Kartik 11 as per Article 168 (3) of the Constitution. Bhandari, who had gone to Kathmandu from Janakpur for treatment, administered the oath of office to Yadav at a hotel in Bardibas.

Since Sonal resigned before the seven parties met and divided the votes, she requested Bhandari to call for a joint government as per Article 168 (2) of the Constitution. The dispute reached the Supreme Court after UML's Yadav was made the Chief Minister as per Article 168 (3). The Supreme Court had given a mandate to the provincial chief to proceed with the government formation process as per Article 168 (2) of the Constitution as Chief Minister Yadav did not receive a vote of confidence within 24 hours.

Yadav had submitted a motion of confidence on Wednesday afternoon, saying that the court's letter had not been received. When Yadav was seeking votes in the provincial assembly, MPs from all seven parties had left the meeting room. Yadav submitted a motion of confidence and announced his resignation by giving a statement. After that, the provincial chief had called for the formation of a new government. As per the same call, the Nepali Congress has got the opportunity to lead the government for the first time.

In Madhesh, Lalbabu Raut, Saroj Kumar Yadav (Bara), Satish Kumar Singh, Jitendra Prasad Sonal, Saroj Kumar Yadav (Mahottari) have previously held the position of Chief Minister. Earlier, Lalbabu Raut of JSP had led the entire term of the Madhesh government in the first term. However, Yadav has been appointed as the 5th Chief Minister so far in the second term.

Saroj Kumar Yadav (Bara) of JSP became the Chief Minister in his second term. After his government fell, Satish Kumar Singh of Janmat Party became the Chief Minister. After his government fell, Jitendra Prasad Sonar (Sonal) of LOSPA became the Chief Minister. Then Saroj Kumar Yadav (Mahottari) of CPN-UML became the Chief Minister. After his resignation, Krishna Prasad Yadav of Nepali Congress has now been appointed. 

The largest parties opposing the Congress-led Madhesh government will be the CPN-UML and Nepal Federal Socialist Party. UML has 25 (one suspended) and Bimala Ansari of Nepal Federal Socialist Party is in the opposition. After the Rastriya Prajatantra Party (RPP), which has the only proportional provincial assembly member, took action against its member Kanchan Bichha, now only 9 parties are represented in the Madhesh Provincial Assembly. The Madhesh Provincial Assembly has issued a notice on Friday that Kanchan Bichha, who became a proportional provincial assembly member from RPP, has been removed from her post. 

Bichha had become a minister in the Saroj Kumar Yadav-led government against the party's instructions. After she became a minister, RPP Chairman Rajendra Lingden had instructed her to leave the government and warned of action if she did not. After that, a letter was sent to the Provincial Assembly Secretariat for action after she did not follow the party's instructions.

RPP had sent a letter for action along with a notice of expulsion from the Provincial Assembly member's post as per Section 34 of the Political Parties Act, 2073, stating that the Central Working Committee had decided to expel Bichha from the post of general member for 6 months and then return her from the Provincial Assembly as per the party's statute. Then, as per Rule (9) of the Provincial Assembly's Business Operation Regulations, 2075, a notice was published as per Section 2 of Section 35 of the Political Parties Act, 2073, Secretary Basu Prasad Koirala informed.

From Constituent Assembly member to Chief Minister of Madhesh

Krishna Prasad Yadav, born on 9 Bhadra 2024 in Bariyarpur, Gadhimai Municipality-8, Rautahat, represents a family with a political background. Yadav, who entered active politics of the Congress after the 2046 movement, is from Bariyarpur village.

His father Ramchandra is also a politician. Ramchandra won the election as Bariyarpur VDC President from the Congress in 2054.

Krishna Prasad Yadav was elected from Rautahat Constituency No. 4 in the first Constituent Assembly elections in 2064. He is considered close to Congress President Sher Bahadur Deuba. He has been the party's Rautahat District President for two consecutive terms since 2067. After that, he became the Madhesh Province Congress President. In the 2079 Provincial Assembly elections, he was elected from Constituency No. 1 'B'. He has a bachelor's degree in agriculture.

Yadav was elected as the leader of the party's parliamentary party on December 14. He also played a role as both an MP and party leader in the decision to withdraw Congress's support to the previous government in Madhesh Province. He was also the Minister of Physical Education when the JSP-led government was in the Provincial Assembly.
