The CPN-United led by former communist leader Chandradev Joshi and the reorganized party of former General Secretary of the Unified Socialist Party Ghanshyam Bhusal, have united on Thursday. The name is CPN-United and the election symbol is a sickle.
They have agreed to hold a general convention within two months and elect a new leader. Joshi will remain as the current chairman, while Bhusal will be the second-choice candidate. "We will go to the general convention under this leadership, and the new leadership will be elected from the general convention," Bhusal said.
Joshi, chairman of the United CPN (Maoist) and Bhusal, coordinator of the Unified Socialist Party, have signed a unity agreement and said that they will move forward on the socialist path. Bhusal is a leader from the Chinese communist movement and Joshi is a leader from the Russian communist movement.
'To move forward towards the goal of scientific socialism by practicing and developing the communist movement under the guidance of Marxism-Leninism and the values of freedom and liberation achieved by mankind. To contribute to the freedom, independence, equality, fraternity, peace and socialism of all nations against all kinds of inequality, exploitation-oppression, discrimination, war, poverty, etc. created by world imperialism and financial capitalism,' the agreement states.
Similarly, the agreement states that ‘developing national capital in place of crony capitalism, providing employment to all Nepalis in 10/12 years, and establishing good governance by ending corruption, opacity, delay and irregularities, and preparing the basis of socialism will be expanded and the concrete task of socialism will be taken forward from the upcoming national conference.
There is also an agreement to ‘organize an organization of conscious members who can fight against capitalist imperialist exploitation in today’s era, an organization in which every member is aware of the issues of the country’s sovereignty, freedom and independence, and to ensure that all members have revolutionary ideological and organizational qualifications, and that no interference by the higher committee in other matters, including the selection of office bearers of each committee, selection of candidates from elections, etc., will be made on the basis of criteria.’
The agreement states that all members of the CPN United Party will live on their own production, that all committees will be elected and all decisions will be institutionalized, that all members, not just members of any committee, will be able to vote in all policy decisions, that there will be a system of public complaints against each committee's candidate and office bearers, and that their financial status will not increase due to their position.
The membership of any person with a criminal case will be automatically suspended, that the organization will be based on dialogue and cooperation, not on orders and decrees, that the chairmen of public organizations will be members of the party committee of the relevant level, that no one will be sent as an in-charge, and that all people's representatives who go on behalf of the party will be under the direct direction of the party committee of that level.
The organizational structure will be 'determined by the revolutionary qualifications of candidates for people's representatives at all levels, that the qualifications of committee members at each level will be determined, that financial management will be based on the membership fees of members and transparent public donations, and that the positions of any office bearers or members who cannot fulfill their responsibilities will be vacant.
At the unity program, Bhusal said that ideological and political preparations are needed to confront the decline of the UML's individualist right wing and the Maoists' power-oriented opportunism. 'We proposed that the legitimacy of the CPN Unified Socialists could be confirmed as a force capable of leading a broad left unity, but what is particularly memorable is that our proposals and efforts fell into the minority in the so-called revolutionary party,' he said. 'After it became clear that the unity had no other purpose other than to show the UML its strength, create a separate axis in the left movement and bargain for the electoral seats of the leaders, we started the CPN Unified Socialists reorganization campaign.'
United President Chandradev Joshi said that there is a lack of honest communists in Nepal. 'There is a lack of a communist party that works honestly for the people,' he said.
