Vibeksheel Nepali, which started with the 'We have paid our dues, now give us the constitution' campaign after the dissolution of the first Constituent Assembly, is finally going to merge with the National Swatantra Party (RSWP) after 13 years. The party's central committee meeting, headed by Samiksha Baskota as president and Ranju Darshana as general secretary, passed the decision to merge with the RSWP on Wednesday, said spokesperson Ashutosh Pradhan.

 

 'Other technical issues of party unification will be resolved soon on the basis of high understanding between the leaderships of both parties, and an announcement program will be held at the National Assembly on Sunday,' he said. 

Sending a message that change does not come only through elections and coming to power, the party started by Ujjwal Thapa will not be included in the merger of Bibeksheel with the Rashtriya Swayamsevak Sangh (RSS). Former president Milan Pandey, leader Ramesh Paudyal, Ashutosh Tiwari, Alok Subedi, former president of the youth organization Saroj Gautam, and president Yujan Rajbhandari are not included in the merger. 

'The number of active participants in the central committee of the Bibeksheel Sajha Party was very low, the party was almost inactive,' says a central member, 'Despite having a good brand, Bibeksheel was struggling to survive.' That is why the leaders claim that they linked the party with the RSSW with the election as their target. 

Coordinator and Vice-Chairman of the Dialogue Committee, Prakash Chandra Pariyar, is not ready to accept this. ‘In the post-Gen-G martyrdom situation, an alternative force should come into national politics from the upcoming elections. Therefore, unification is being done because a large force is needed to assimilate and document the Bibeksheel movement,’ he said. ‘This is a decision of more than two-thirds. No one has written a note of dissent.’

Even though everyone is unanimous about the need for alternative forces to be in one place, Pariyar says that the Bibeksheel Sajha Party has taken a decision that will cause a national stir when all parties, including the Rashtriya Swayamsevak Sangh (RSS), Kulman Ghising, Balen Shah, and others, are maintaining their own stubbornness. ‘This decision has been taken to provide a positive warning that if everyone does not come together in the elections, the old forces will come back,’ Pariyar added. ‘This decision has been made by rising above transactions and division.’

Former MP Shishir Khanal had also coordinated for unification from the Rashtriya Swayamsevak Sangh (RSS). The dialogue committee led by RSP central member Pukar Bam also held discussions with leaders of Bibeksheel Sajha. However, at that time, Bibeksheel leaders were holding separate talks with Kathmandu Mayor Balen Shah, Kulman Ghising, who is also the Minister of Energy, and Sumana Shrestha, who left the RSP.

There is no understanding that the office bearers of Bibeksheel Sajha will get prominent positions in the RSP in the decision to merge with the RSP. Some, including Chairman Baskota and General Secretary Darshana, will be made central members, while preparations are underway to make certain central members council members. RSP leaders say that some leaders will be given positions in proportional representation later.

Some leaders of Bibeksheel are not satisfied with the decision to merge. The merger of the two parties is only election-oriented, says the then Chitwan District Coordinator Praveen Kafle, who contested the 2079 BS Bharatpur Metropolitan City mayoral election from the party. “Bibesheel’s ideological line is that politics is not just about elections, and it is not compatible with the legacy of the current unified Bibeksheel,” he said.

Kafle says that the way Raksha Bam, E: and others from a conservative background are giving a message outside of populism and office politics is the ‘spirit’ of Bibeksheel. Harish Bhatta, a former central member of Bibeksheel, also claimed that the current unification will not accept Bibeksheel’s values. ‘This unification may be right for election-centric politics,’ he said, ‘but it does not carry the values ​​and beliefs that Bibeksheel Nepali initially envisioned.’ 

In the post-Gen-G movement situation, most young people from a conservative background are in important positions. Nepal Gen-G Front coordinator Raksha Bam was working at the Ujjwal Thapa Foundation before the movement. Front member Yujraj Bhandari was the head of the youth organization. Pukar Bam and Birajbhakta Shrestha are in politics from the National Independent Party, while Bhupdev Shah, a former central member of Bibeksheel, is the personal secretary of Kathmandu Metropolitan City Mayor Balen Shah. Sasmit Pokharel is also there. 

Sanjeev Bhattarai, Rajiya Banu are with the Ujjwal Nepal Party. Former provincial coordinator of Bibeksheel, Uparjun Chamling, is now the Koshi provincial coordinator of the Gen-G group led by Sudhan Gurung. Leaders of the Gen-G movement, Rijan Rana Magar, Aditya Karna and Pradeep Gyawali are also from a Bibeksheel background. Prime Minister Sushila Karki's public relations advisor Govinda Narayan is a founding member of Bibeksheel.

Chief advisor Ajaybhadra Khanal was also a central member of the Bibeksheel Sajha Party. 'Nowadays, look everywhere, there are friends from a Bibeksheel background, but there is no such thing as Bibeksheel,' said a leader dissatisfied with the unification.

After the dissolution of the first Constituent Assembly on 15 Jestha 2069, Ujjwal Thapa, Govinda Narayan and Pukar Bam launched a pressure campaign. At that time, they launched a dialogue series on what to do now after the parties failed to give a constitution. The Bibeksheel Nepali Manch was formed in 2069 BS from the middle of the discussion. At that time, the leaders of Bibeksheel had put forward slogans like 'Youth moves forward, the country moves forward', 'If we don't do it, who will do it'. 

In 2074 BS, Ranju Darshana from Bibeksheel got 23,739 votes in Kathmandu Metropolitan City, while Kishor Thapa, a candidate of the Sajha Party led by Rabindra Mishra, who left journalism and entered politics, got 18,469 votes. After that, the opinion that alternative forces should be in one place became stronger, and Bibeksheel and Sajha Party merged on 27 Paush 2075 BS. However, it did not last long. Expressing dissatisfaction with the working style, Thapa registered a new party in Paush 2075 BS with Ranju Darshana, Birajbhakta Shrestha, and Ramesh Poudel.

When Milan Pandey was in charge, the second merger took place with the Mishra-led Sajha Party in Mangs 2077 BS. However, after Chairman Mishra brought a document advocating a change of course, Bibeksheel disintegrated again. Later in 2079, a new working committee was elected under the leadership of Samiksha Baskota.
