Madhesh Province Speaker Ram Chandra Mandal has been removed from office. He was removed from office after a no-confidence motion was passed by two-thirds of the provincial assembly. A no-confidence motion was filed against him on 27 Kartik for not behaving in a manner befitting his office.

After Congress Chief Whip Kumar Kant Jha moved the no-confidence motion in the meeting on Wednesday, provincial MPs Upendra Mahato, Rajkumar Gupta and Jawaharlal Kushwaha supported it. 

78 of the 104 provincial MPs were present in the meeting. 72 votes were required for a two-thirds majority. 76 provincial assembly members voted in favor of the motion, meaning that they did not conduct themselves in accordance with their positions, while zero votes were cast in favor of the motion. When the motion was presented for discussion and decision, provincial assembly members from UML (except one), Nepal Federal Socialist Party and RPP were absent. 

22 from Congress, 19 from Janata Samajwadi Party (JSP) Nepal (one suspended), 13 from Janmat Party (one Deputy Speaker), 9 from Maoist Center (one absent), 9 from Loktantrik Samajwadi Party (LOSP) (one suspended), seven from Unified Socialist Party and Urmila Devi Singh of Civil Liberties Union voted in favor of the motion. Deputy Speaker Babita Raut Iser and UML Provincial Assembly member Sharada Devi Thapa were present but did not participate in the voting. 

Thapa had raised a point of order demanding that the meeting not be held due to the absence of the government party. Then, Deputy Speaker Raut adjourned the meeting for ten minutes, directing the government to be present in the meeting. However, the meeting was held due to the government's absence. 

The Provincial Assembly's Wednesday meeting began two and a half hours later than scheduled. Although the Provincial Assembly meeting was called for 1 pm, the Business Advisory Committee meeting itself began late. After that, there was some confusion due to the absence of a secretary to conduct the meeting. 

After the meeting began, Provincial Assembly member Kunwar Kanta Jha had submitted a motion in Parliament that the Speaker Mandal had not behaved in a manner befitting his office as per Sub-rule 1 of Rule 182 of the Provincial Assembly Business Conduct Rules 2075 BS. The motion was then discussed. During the discussion, the members of the Provincial Assembly accused Mandal of showing party favoritism from the beginning and removing five Provincial Assembly members without reason, with the intention of preventing a motion against him.

Speaker Mandal had made public the notice of vacating the posts of five members for being absent in ten consecutive meetings. Civil Liberties Union MP Urmila Devi Singh, JSP's Manish Suman, Sinhasan Sah Kalwar, Sanjay Kumar Yadav and Sharada Shankar Prasad Kalwar were removed from their posts for being absent in ten consecutive meetings and published in the Provincial Gazette. Later, the Supreme Court ordered that the proceedings not be implemented immediately, saying that they did not appear fair and impartial. Mandal was absent in Wednesday's meeting. 

After the discussion, Deputy Speaker Raut called him three times to explain the allegations against him. However, the process was taken forward after he did not see Mandal, saying that he was absent.

Then Deputy Speaker Raut gave Jha time to withdraw the motion. When Jha did not withdraw the motion, the process of dividing the votes was taken forward. More than two-thirds of the members (76) voted in favor of the proposal. After that, Deputy Speaker Raut announced that Speaker Ramchandra Mandal was automatically relieved of his post in accordance with Article 182, Clause 6, Clause 'C' of the Constitution of Nepal and Sub-rule 4 of Rule 182 of the Provincial Assembly Procedure Rules 2075 BS. 

64 provincial lawmakers from the seven-party coalition had registered a proposal against Speaker Mandal on Kartik 27. Earlier, seven parties including the Nepali Congress had protested against Speaker Mandal's conduct while conducting the provincial assembly meeting on Kartik 23, saying that Speaker Mandal had acted contrary to his official conduct. 

After one-third of the members (32) remaining in the parliament sought permission from the Speaker to conduct the meeting on Tuesday, a meeting notice was issued and the proposal was discussed, said JSP whip Ram Ashish Yadav. 

The dismissed Speaker Mandal, however, said that the interpretation of conduct according to the post was wrong. He claimed that a fake proposal was registered for the game of becoming the Chief Minister. He said that according to Article 6 (6) of the Provincial Assembly Rules of Procedure 2075, there is a provision for the meeting to be adjourned in the absence of the provincial government's Council of Ministers. However, he alleged that the meeting was conducted illegally by using force. 'This happened for selfish reasons and this is a wrong trend,' said Mandal.

Mandal had also lost his post in his first term as a provincial assembly member. In his first term, he was elected from the Maoist Center. Even after the UML and Maoist united and split, he did not return to the Maoists. At that time, he was relieved of his post after three and a half years.
