The inability to make decisions by repeatedly postponing meetings has raised questions about the competence of the central leadership and office bearers of the Nepali Congress. Despite the clear provision of holding the general convention at the time specified in the statute, the central working committee has not been able to make a single decision for months.

The meeting, which was called for 1 pm on Thursday, has been postponed by acting president Purna Bahadur Khadka, saying that 'further discussion is needed'. This is the fourth time it has been postponed. The party leaders and cadres have started publicly raising questions about the incompetence and incompetence of the Central Working Committee, as they were unable to make a decision even after the office bearers and members expressed their views on Kartik 27. According to the party statute, a general convention should be held every four years. The 14th general convention ended in Mangsir 2078. That is, the 15th general convention should have been held by mid-Mangsir 2083. However, today is Mangsir 4, and there is still a heated dispute within the Congress regarding the schedule. Although the statute provides for the possibility of extending the term by one year by citing special reasons, in the backdrop of the Gen-G movement, General Secretaries Gagan Thapa and Bishwaprakash Sharma have taken the stand that the general convention should be held no matter what, whether regular or special, before the elections announced on Falgun 21. However, even though the term ends in Mangshir as per the statute, the former office bearers of the establishment party are not in agreement with bringing the schedule of the general convention before Baisakh under any circumstances. They are in favor of bringing the schedule of the general convention in Baisakh. However, the general secretaries suspect that the election scheduled for 21 Falgun may be shifted to Baisakh and then there will be a move to postpone the date for another 6 months under the pretext of elections. The process of office bearers and members expressing their views in the meeting of the Central Working Committee ended on Kartik 27. The Congress is stuck in a vortex of indecision as both sides are unable to reach a consensus on the decision to be taken by the meeting regarding the general convention.

Although Congress President Sher Bahadur Deuba has put forward a proposal to bring the schedule of the 15th general convention by mid-Poush with some conditions, the general secretary and the leaders in favor of the special general convention have not accepted it, saying that they do not intend to hold the general convention. They demand that a schedule be presented with a sure basis for holding the general convention.

Seven former office bearers within the establishment party have taken a stand not to hold any kind of general convention before the Falgun 21 elections. They have pressured the acting president Khadka to take the general secretary and their proposal to the central working committee and have it voted on a majority-minority basis. However, Khadka did not want to make a decision on a majority-minority basis, so he postponed the meeting.

President Sher Bahadur Deuba, who has been busy discussing with the central working committee office bearers and top leaders since returning from Singapore on Kartik 28, has not been able to bring his group together on the issue of the general convention.

One group within the establishment party is in favor of not holding the general convention before Baisakh under any circumstances. Another group of 25 central members is in favor of holding the general convention before the elections. Some members are in favor of going ahead with a special general convention. Both Deuba and acting president Khadka are unable to find a way out by convincing the establishment party leaders who have different views.

Deuba had tried to reach an agreement on the work schedule by mid-December through some aides on Wednesday. He said that he was ready to bring the work schedule for 16-19 December presented by General Secretary Thapa at the Central Working Committee meeting or another work schedule by mid-December, but after presenting it with some conditions, the general secretaries became suspicious.

Leaders close to Deuba had put forward the condition that the petition registered at the central office on Asoj 28 demanding a special general convention along with such a work schedule should be withdrawn, and that the committee formed to investigate the election committee and active members should have a majority of members, including the coordinator from the establishment party. Saying that such a condition shows the intention to bring a schedule but not hold a general convention, 54 percent of the delegates have taken a stand that the petition they signed demanding a special general convention will not be withdrawn.

Pratima Gautam, a central member close to General Secretary Thapa, said that the proposed work schedule with various conditions did not intend to hold a general convention. "Initially, there has been no agreement on the work schedule that will be brought with various conditions that will make it impossible to hold the general convention," she said. "Two months have passed since the regular one. Now, since it is no longer possible to hold the regular general convention before the election, the general secretaries are saying that a special general convention should be called."

Since then, leaders in favor of a special general convention have repeatedly said that the Central Working Committee has demonstrated its incompetence by postponing meetings. Youth leader Gururaj Ghimire said that while demanding a general convention as provided in the statute, it has been held indecisively for months and that questions have been raised about the incompetence of the Central Working Committee.

"The work schedule that will be brought without a general convention is not reasonable for us. We need a general convention. It is fine if it comes with the basis of holding the general convention within the specified time, otherwise we will have to go to the special general convention," he said. "We do not need the work schedule to look at and read. We have sought a way to take the message that the Congress has been proven right among the common people by changing policies and leadership before the election.'
