Bagmati Province Congress says: Term is over, general convention inevitable

What you should know

The two-day meeting of the Bagmati Congress Provincial Committee held in Nagarkot has requested the Central Committee to fix the date of the general convention within time as per the statute. A joint meeting of the Provincial Committee, members of the Bagmati Provincial Assembly and party presidents of 11 districts decided to hold the general convention as per the statute as the term of the current Central Working Committee is about to end.

The meeting chaired by Bagmati Congress Provincial Assembly President and Chief Minister Indra Bahadur Baniya has unanimously decided to fix the date of the general convention. According to the information given by the provincial committee on Tuesday, the central committee has been requested to fix the date of the general convention. The provincial committee has taken this decision after two-thirds of those who spoke at the meeting held on Friday and Saturday expressed the opinion that the general convention, whether regular or special, should be held before the parliamentary elections.

While the debate on a special convention or regular general convention is going on in the Congress, Bagmati Province has put pressure on the central committee to fix the date of the general convention, saying that the term of the central committee has ended. President and Chief Minister Baniya informed that the decision taken unanimously by the central working committee will be valid regardless of whether it is before or after the general convention elections. He told Kantipur, ‘We will accept the decision made by the center to maintain unity in the party.’

Provincial committee office bearers and members and party presidents expressed their views in the meeting. Of the 55 people who spoke in the meeting, 32 demanded that a general convention be held before the election, whether special or regular. According to a member who attended the meeting, 15 did not raise the issue of a general convention, while 8 were of the opinion that the general convention should be held only after the election. Of the 13 district presidents who expressed their opinion, 8 proposed a general convention before the election.

According to an official who attended the meeting, almost two-thirds of those who spoke demanded a general convention before the election, and said that a middle-of-the-road decision was made to prevent internal divisions in the party due to the creation of a minority and majority situation. Since the term of the central working committee has ended, the need to request a date for the general convention means an early general convention, said an official, "The decision was made in the middle at the request of the Chief Minister."

A participant said that Sindhuli President Upendra Pokharel, Bhaktapur President Durlabh Thapa, and Ramechhap President Purna Bahadur Tamang (Kancharam) were of the opinion that a general convention was not possible before the election. The majority had proposed a general convention before the election, as presidents of 11 districts, except Rasuwa and Kavre, were present in the meeting.

According to Congress provincial member Kumar Dulal, those who spoke expressed dissatisfaction with the old leadership, saying that the central leaders did not understand the desire for change of the new generation. According to him, some were of the opinion that General Secretary Gagan Thapa should be declared the Prime Minister and go to the election. According to Dulal, it was unfortunate that some leaders could not understand the speed of time even when such a big incident in the country raised questions about the leadership of the Congress.

14 provincial assembly members from the faction of former Chief Minister Bahadur Singh Lama were absent from the meeting. The Bahadur faction is unhappy that the Baniya group removed them from the post of Chief Minister. That is why all the provincial assembly members who voted for Bahadur in the parliamentary party were absent.

This is the first time that a joint meeting of party presidents, provincial committee and provincial assembly members who won from the Congress has been held. Chief Minister Baniya informed that the meeting was organized with the intention of moving forward after mutual discussions between party presidents, provincial MPs and ministers.
