The Election Commission has prepared an election program including candidacy nominations for the House of Representatives elections scheduled for 21 Falgun. The commission has also held discussions with political parties on the proposed election program. The commission has proposed 6 Magh for the registration of candidacy nominations for the first past the post electoral system.
The commission has proposed that political parties submit their closed lists of candidates on 13 Poush for the proportional electoral system. The commission has informed about the proposed election program in a discussion held with political parties on Thursday regarding the election program.
According to the proposed program, the nomination of candidates for direct elections will be registered at the office of the election officer from 10 am to 5 pm on 6th Magh. The list of candidates who have registered their nominations will be published between 5 pm and 7 pm on the same day. The time for filing complaints against candidates is scheduled from 10 am to 3 pm on 7th Magh. It has been said that the list of candidates will be published between 5 pm and 7 pm on 8th Magh after examining the nomination papers and complaints.
The time for withdrawing candidacy names has been given from 10 am to 1 pm on 9th Magh. The proposal is to publish the final list of candidates by 3 pm on the same day. The election symbol will be provided to the candidates on 9th Magh itself. The commission has already set the time for party registration for the purpose of the House of Representatives elections from 1-10 Mangsir.
Political parties wishing to participate in the proportional electoral system have been given time from 21 to 23 Mangsir to submit their applications. The list of parties participating in the election will be published on 24 Mangsir. The list of parties participating in the proportional election will be published on 26 Mangsir. The preparation time for political parties to submit the closed list has been set from 27 Mangsir to 12 Pus.
According to the proposed program, political parties will have to submit the closed list of candidates on 13 and 14 Pus. After the process of correcting names, amending the closed list, and candidates withdrawing their names, the time for publishing the closed list of candidates has been set on 4 Magh. Applications for objections to the names of candidates published under the proportional system can be submitted from 5 to 10 Magh. The Commission will investigate the objections received from 11 to 17 Magh. If someone's name has been removed, the notification will be published on 19 Magh. The final publication of the closed list for the proportional system will be made on 20 Magh, according to the election program proposed by the Commission.
The Commission's spokesperson Narayan Prasad Bhattarai said that political parties have been informed about the proposed election program prepared by the Commission. He said that suggestions have also been taken from them. He said that the proposed election program will be finalized and published in the Gazette soon.
UML was absent from the meeting called by the Commission on Thursday. UML is demanding the restoration of the House of Representatives. Party leaders from Congress, Maoist, Rashtriya Swayamsevak Sangh (RSS), RPP, JSP Nepal, LOSPA, Janmat and other parties were present in the meeting. Congress leader Pushpa Bhusal said that they are in favor of holding the election on 21 Falgun. However, she said that the government has not done anything to create a credible environment for the election.
Maoist leader Leelamani Pokharel also mentioned that there is doubt among the people regarding the certainty of the election. 'We are in favor of the election on 21 Falgun. The constitution, democracy and the country are in a difficult situation. An election must be held to save it,' he said, 'However, since the election atmosphere is not created, there is a kind of doubt among the people about the election. The government and the commission should launch an election campaign to remove it.'
The leaders complained that the government did not coordinate with political parties, government ministers were using abusive language towards party leaders, did not show concern for the safety of leaders, and the government's behavior still did not seem election-oriented as it had set boundaries for some leaders. In the meeting called by the commission, Janmat Party leader Mamta Jha raised questions about the absence of the former ruling party UML.
She said that the absence of UML has also increased doubts about the election. JSP Nepal leader Prakash Adhikari also said that there is no situation where one can be confident about the peace and security situation. LOSPA General Secretary Surendra Jha claims that the government is not serious about the election.
Acting Chief Election Commissioner Ram Prasad Bhandari, however, assured that the election will be held in a free, fair and fear-free environment. He said that the commission is working in phases for this.
