Shah, who was elected from Bajura during the first provincial assembly term and became a member of the Sudurpaschim Provincial Assembly, the leader of the UML parliamentary party, and the Minister of Internal Affairs, Law, and Economic Affairs for about four years, is a two-time central elected leader in UML. He was the Bajura president of the ANNFSU, a close UML party, and also became the UML District Committee president.
