Maoist internal conflict destabilizes Madhesh government

What you should know

The government in Madhesh Province (East) collapsed in a short time due to internal conflicts within the Maoists. The government of Democratic Socialist leader Jitendra Sonar Sonal collapsed on Saturday after the Maoists went against their earlier commitment that they would not engage in the game of forming and dismantling the government after the Gen-G movement.

Due to internal conflict between leader Matrika Yadav and another faction in the Madhesh Provincial Assembly, the parliamentary party there could not reach a consensus. Sonar failed to secure a majority after two Maoist MPs, Rahbar Ansari and Mala Karna, who are out of nine members in the Provincial Assembly, took a stand not to vote.

Ansari and Karna were unhappy after the secretariat member Matrika Yadav's faction made Bharat Prasad Sah the parliamentary party leader. The other faction became unhappy after Sah put forward his and another person's name for the ministerial post. After the Sonar government fell into a minority, coordinator Pushpa Kamal Dahal called Ansari several times, but he did not pick up. Maoist secretariat member Narayan Kaji Shrestha persuaded Mala Karna to agree, but Ansari refused to support Sonar.

There has been a struggle in Madhesh Province between leader Matrika Yadav and Giriraj Mani Pokharel (the superior faction). Karna, who is in the Pokharel group, had said that she would not support Sonar. Earlier, Ansar coordinator Dahal was close. Ansari, who is also a central member, said that it was wrong to have a 'syndicate' of the center in the recent past.

'I have come to the conclusion that I will not support the Jitendra government because I have to make my own decisions, not the center's instructions,' he said, 'The party's government has lost its moral ground in Madhesh. At this time, there was a view that I should not go to the government. But the party did not agree. I decided to stand against the government.' He said that there is no internal democracy in the party and said that it was wrong to talk about going to power. 'The party should raise the issues of the people, including Gen-G, from the streets,' he said, 'It should not be our policy to go to power.'

Establishment party leader Matrika Yadav said that provincial assembly members who go against the party policy should support the coalition government except UML with self-criticism. ‘We want to form a coalition government excluding UML in Madhesh.’ But Jitendraji’s government could not bring a majority when two party MPs did not support it,’ he said, ‘This is an example of impunity within the party. Those who go against the party decision should self-criticize. If they do not, the party should take action.’

Another Maoist leader said that provincial MP Rahbar Ansar, who refused to support Chief Minister Sonar, was trying to go to former Maoist Deputy General Secretary Janardan Sharma. But Ansari said that he made his own decision.

‘I will not vote for any government. Now is not the time to join the government,’ he said.

Parliamentary party leader Sah said that Ansari and Karna had seriously violated the party decision and the parliamentary party would take the necessary decision. ‘Going against the party decision is a serious violation of discipline.’ We will take the necessary decision after sitting in the parliamentary party,' he said.

According to Maoist leader Yadav, efforts are being made to form a government excluding UML by getting two of his MPs to agree. 'There are efforts being made to form a coalition government excluding UML,' he said.

Leader Pokharel said that he had telephoned MP Karna in the presence of Coordinator Dahal and urged him to support the government, saying that it was wrong to associate himself with the failure of the government.

'I had telephoned Honorable Mala Karna in the presence of Prachanda and urged him to vote in favor of the government,' he said. 'If there is disagreement, a solution can be found through discussion within the party. I had asked him to support the government.

Sonal was supported by 18 MPs from JSP Nepal, 13 from Janmat, 9 from Maoist, 8 from LSP and 7 from Unified Socialists. If two MPs from Maoist had supported Sonar, the government would have had a majority. 1/1 MP from UML, JSP Nepal and LOSPA has been suspended. There are currently 104 MPs in the 107-member Madhesh Provincial Assembly. 53 MPs are required to form a majority government.
