The Madhesh provincial government led by LSP leader Jitendra Prasad Sonar (Sonal) has collapsed in 25 days after lawmakers from parties that supported the government announced that they would not vote for a vote of confidence. Sonal resigned from the post on Saturday evening before the process of taking a vote of confidence in the provincial assembly began.
Sonal was appointed as the Chief Minister on 29 Asoj with the support of 56 MPs. At that time, Sonal had the support of 18 MPs from JSP Nepal, 13 from Janmat, 9 from Maoist, 8 from LSP and 7 from Unified Socialist.
In addition, he had the support of Civil Liberties MP Urmila Devi Singh. But on the day Sonal was appointed as the Chief Minister, the Sonal government was in a trap when Janmat Party MPs former Chief Minister Satish Kumar Singh and Tribhuvan Sah chose the Janaswaraj Party. Singh and Sah were absent on the day of Biswas's vote.
In Saturday's meeting, two MPs from the ruling party, the Maoists, also announced that they would not vote. Federal Socialist MP Bimala Ansari Tarannum was also absent from the meeting. She had also initially said that she would support him. 'I did not go to Saturday's meeting because the party's center had decided to remain neutral,' she said, 'I had not promised to support the government before. However, I attended one of their meetings.'
Saroj Singh Kushwaha, an MP from the Janata Samajwadi Party, which supported Sonal, has been suspended since 31 Asoj due to corruption charges. Sonal resigned without going to the voting process as it was not certain that she would get a vote of confidence. Leaders and MPs of the parties supporting Sonal came out of the Provincial Assembly hall and shouted slogans, saying that the Speaker had conducted the meeting out of prejudice.
Chief Minister Sonal also accused Speaker Ramchandra Mandal of not conducting the House according to the rules before resigning from his post. Sonal and the leaders of the parties he supported had requested Speaker Mandal to postpone the voting on the vote of confidence for an hour. But Speaker Mandal had directed them to go for voting, saying that the vote of confidence should be taken after the vote of confidence was sought and that the meeting would be conducted as per the Provincial Assembly Rules.
The Speaker rang the bell, requesting the members of the Provincial Assembly who were outside the meeting hall to come inside in three minutes. At that time, there was a scuffle with the MPs supporting Sonal and Speaker Mandal inside the hall. Sonal and the ministers appointed by him, Mahesh Prasad Yadav and Kanish Patel, were outside the meeting room. Sonal-supported MPs were saying that the assembly could not be conducted in the absence of the government representative. Speaker Mandal, on the other hand, was saying that the government leaders were conducting the assembly as per the time demand.
Speaker Mandal had skipped the agenda and given time to Maoist provincial assembly member Rahbar Ansari to speak. MP Rahbar had declared that he would not vote and had even smeared black ink on his own face, saying that the existence of MPs and parties had ended. ‘I have come today to confess my public crime. I will not vote for or against. I will not listen to any party,’ he said, ‘What is the condition of the 6.4 million people of Madhesh? Which problem have we solved?’
Maoist MP Mala Karna also stood up from her chair and supported Ansari’s declaration, saying that she would not vote either. She had argued that she would not vote because democracy had ended within her party. Sonal-backed parties had also objected to this issue. At the same time, they requested the Speaker to stop voting for 30 minutes. Maoist parliamentary party leader Bharat Prasad Sah alleged that the meeting was held on a matter that was not discussed in the meeting of the advisory committee and was not on the agenda. When the Speaker tried to hold the meeting, the MPs of Sonal-backed parties walked out of the meeting.
There are currently 104 MPs in the 107-member Madhesh Provincial Assembly. 1/1 MP from UML, JSP Nepal and LSP have been suspended. According to the current number, the support of 53 MPs is required to form a government. The parties in opposition to Sonal are also not in a position to immediately gather a majority.
23 from UML and 22 from Congress and the MPs who were absent from the meeting on Saturday, Janaswaraj's Satish Kumar Singh and Tribhuvan Sah, RAPRA MP Kanchan Bichha and Civil Liberties Unionist Bimala Ansari, will not reach a majority even if they unite. If no party can claim a majority to form a new government, the UML, as the largest party in parliament, will lead the Madhesh government.
