A central member close to him said that General Secretary Thapa is busy with outside meetings as he only has the task of expressing opinions in the Central Working Committee.

Congress General Secretary Thapa busy meeting with leaders close to him instead of attending the Central Committee meeting

General Secretary Gagan Thapa was absent from the Central Working Committee meeting of the Nepali Congress on Thursday. Thapa had met with leaders of his party throughout the day instead of attending the meeting at the party central office.

A central member close to him said that General Secretary Thapa was busy with outside meetings as he only had the task of expressing his opinion in the Central Working Committee. Thapa, who was dissatisfied with the Acting President's refusal to allow him to bring the agenda before the election, had earlier boycotted the meeting of Kartik 13. 

After a long effort to reach an agreement failed, Thapa presented the agenda for Poush 16-19 amid disagreement on Tuesday. The establishment-oriented leaders, who disagreed with the agenda, had submitted a counter-proposal to Joint General Secretary Mahendra Yadav for Baisakh 27-29 on their behalf.

There is a provision in the statute for the General Secretary to make proposals in the Central Working Committee meeting. However, some leaders of the establishment-oriented party had gone beyond their jurisdiction and asked the Joint General Secretary to make a proposal in their favor. Seven former office bearers of the establishment-oriented party are also not in favor of holding the general convention before Baisakh under any circumstances.
