Nepali Congress General Secretary Gagan Thapa and Joint General Secretary Mahendra Yadav presented separate agendas at Tuesday's Central Working Committee meeting.

General Secretary Thapa and Joint General Secretary Yadav have proposed a pre-election agenda and post-election agenda, respectively. Thapa's proposal has been supported by the establishment faction. The establishment faction, which does not want to hold a general convention under any circumstances before the Falgun 21 election, has presented the agenda through Joint General Secretary Yadav. 

The establishment faction has a majority in the Central Working Committee. The establishment faction has brought a counter-proposal as part of its strategy to defeat General Secretary Thapa's proposal by passing its agenda with a majority. The agenda of both is as follows. 

Thapa's proposal 

In the schedule presented by Thapa, the central convention is focused on holding the regional convention after the conventions of municipalities, provincial regions, districts with two constituencies, and seven provinces. After the completion of the regional convention, the way is opened for the central convention. General convention representatives are elected from the constituencies of the House of Representatives.
