Nepali Congress leader Shekhar Koirala has said that it would be appropriate to hold a special general convention if an agreement is not reached on the date of the regular general convention. He said that if there is no agreement on the regular general convention, the special general convention will be activated legally.

Speaking to the leaders who had met him at his liaison office on Monday morning, leader Koirala had said that the possibility of a regular general convention was fading away. 

The leaders who had collected and submitted signatures in favor of a special general convention had met Koirala on Monday and pressured him to stand in favor of a special general convention. A dozen leaders including Gururaj Ghimire, Devraj Chalise, and Manojmani Acharya had reached Koirala's liaison office in Bishalnagar to pressure Koirala to stand in favor of a special general convention. 

Leader Manojmani Acharya said that Koirala had said in the meeting that he would stand in favor of a special general convention in the event that a regular general convention was not held. 'We met him and the majority of the members who voted for you in the 14th general convention have signed and demanded a special general convention. Where are you in this campaign? What are you doing about the special general convention? You have said a regular general convention. However, since it was not possible to bring this to fruition, we have put forward the matter that you should support a special general convention,' Acharya said, quoting Koirala, 'My effort is to hold a regular general convention. There are currently two proposals in the Central Working Committee on whether to hold the election before or after. My initiative is to take it forward with a single proposal. However, since the application for a special general convention has been registered, this is a binding arrangement along with holding a regular general convention. I feel that there will be a special general convention at some point.'

Currently, there is a dispute between the establishment and other parties in the Congress on whether to hold the party's general convention before or after the election. Although the leaders are trying to form a common opinion, no consensus has been reached on it till Monday afternoon. The Central Working Committee meeting has been postponed since Friday and a meeting of the Working Committee comprising top leaders has been held to find a consensus.

In a meeting held at Dhobighat in Lalitpur since this morning, 'one-to-one' and bilateral discussions are underway between the leaders to reach an agreement to set a common agenda. The establishment party is saying that the general convention should not be held before the Falgun 21 elections, while the leaders of the other parties are taking the stance that the 15th general convention should be held before the elections.

General Secretaries Gagan Thapa and Bishwaprakash Sharma have put forward a schedule to hold the central general convention from Poush 16-19. Countering the schedule, the establishment party has put forward a schedule to hold the general convention in Baisakh, although it has not mentioned the date. If the General Secretary put forward the Poush agenda in the central working committee meeting, Joint General Secretary Mahendra Ray Yadav had prepared to take the Baisakh agenda on behalf of the establishment party.

General Secretary Thapa has been warning that he will not attend the central working committee meeting if he is not able to present the Poush 16-19 agenda. When acting president Purna Bahadur Khadka did not give him time to provide information about the status of the active members, including the agenda of the general assembly, there was a scuffle between the two leaders.

After that, Thapa did not attend the central working committee meeting that day. After warning that he would not attend the Friday meeting if he could not present the agenda, Khadka postponed the Friday and Saturday meetings and called them for Sunday. However, since there was no agreement on making a common agenda on Sunday, the meeting was postponed for two days and postponed to Tuesday to seek agreement again.

While the central working committee meeting was going on in Dhobighat, the central members of the establishment party have been meeting in Anandabhoomi in Baneshwor. According to central member Nainsingh Mahar, most of the members have expressed the opinion that there is no possibility of a regular general convention before the Falgun 21 elections. They have also put pressure on the central working committee not to be held hostage.
