The unification between the Naupa and the Janmat Party, which sought to increase their power by unifying the two parties, has divided both parties into four factions due to power politics.
The Civil Liberation Party (NAUPA), which was born out of the slogan and struggle of 'Release of Tikapur's Royal Prisoners', and the Janamat Party, which emerged as a national party as an alternative to traditional parties in Madhesh, have been caught up in the power struggle and strife of power politics and have disintegrated.
The rise of Naupa created as much ripples as it did the disintegration. Not only did Naupa lose its potential, opportunities and public trust due to the power struggle between husband and wife, the party itself has fallen into disarray within a short period of its establishment. Just as Naupa rose institutionally in a short period of time, the party fell into disarray in a short period of time.
There is a proverb that says, ‘A quarrel between a husband and wife is like a fire of straw.’ But in the case of the Resham-Ranjita couple’s quarrel, that proverb has proven to be an exception. The couple’s quarrel has shattered the potential happy future of the party, which was established as a strong regional political party in a short period of time.
The local and state/union elections of 2079 were approaching. Resham Chaudhary planned to form the party while he was in jail. The Civil Liberties Party was registered with the Election Commission on 19 Poush 2078 under the chairmanship of Mrs. Ranjita Shrestha Chaudhary.
Even though she was the chairman, Ranjita made all the decisions under the advice and guidance of Resham who was in prison. In the elections held within 6 months of the party's formation, Civil Liberties Party established itself as an important force by winning 'miraculous' victories in the House of Representatives, Lumbani and Sudurpaschim. After the party achieved good results, it became easier to create pressure in the background that the party's main goal was to release Resham. Various bargaining began to take place during the government reshuffle.
In the Sudurpaschim Provincial Assembly, it received a decisive number of representatives. In the 53-member Sudurpaschim Provincial Assembly, where no party had a clear majority, 7 Civil Liberties Party MPs were elected. This became inevitable in the formation of the government for everyone except in the case of a Congress-UML or a Congress-Maoist alliance. In four of the 13 local levels of Kailali, the Civil Liberation Party won almost unanimously.
A power-killing conspiracy began between husband and wife.
After continuous pressure from the party, Resham, who was found guilty in the Tikapur incident, was finally released on the occasion of Republic Day on 15 Jestha by President Ramchandra Poudel. After Resham was released from prison, a power exercise began between him and the chairperson, Mrs. Ranjita.
Resham, who was the patron of the party, started running the party alone in his own way. But Ranjita, despite being the chairperson, started getting angry saying that decisions were being made without consulting her.
Meanwhile, with Resham's activism, Civil Liberation Party organized its first national convention in Tikapur, Kailali on 27 Poush, 2080. Resham himself was elected president of the convention. Ranjita did not agree to Resham becoming president. When Resham became adamant in Ranjita's desire to become president herself, she was dissatisfied and left Tikapur for Kathmandu in the middle of the convention. In the following days, the civil emancipation movement was engulfed in the conflict between Resham and Ranjita.
Ranjita's side filed a petition with the Election Commission regarding the legitimacy of Resham's presidency. On the issue, the commission declared the convention illegal on February 24, 1980 and revived the old committee formed under Ranjita's presidency. After that, the distance between Resham and Ranjita grew further. The party workers were divided into two groups. After that, the conflict between them intensified. The husband and wife did not just face each other politically, they even engaged in activities that were at the level of killing each other .
To what extent, after the Election Commission rejected the details of Resham Chaudhary being the president and recognized the old working committee with Ranjita Shrestha as the president, Resham approached the Supreme Court demanding that the decision of the Commission be overturned and that she be appointed as the president .
While submitting a written reply as per the Supreme Court's order in the case in which Ranjita was also made a defendant, Ranjita brutally argued that Resham was not eligible to be the president or even a party member . 'Let alone being elected as the central president from the general convention, he is not even eligible to participate in the general convention by obtaining organized membership,' Ranjita wrote in response to the decision of the Commission that should be upheld, 'Pardon is a matter related to compassion . The incapacity that arises when a person is punished after committing a crime remains. In the Tikapur incident, the court has ruled that Resham Chaudhary committed inhuman, cruel and ruthless murder against the expectations of a civilized society and human consciousness.' During that time, she mentioned that the case against the President's decision to grant amnesty was also pending in the Supreme Court and that the President's amnesty had only relieved Resham from the situation of having to remain in prison.
In her response, Ranjita claimed that the act of killing a policeman who surrendered and a child was a moral degradation and that such people could not be given membership as per the Political Parties Act and the party's statute. In her written response, she said, 'Returning those involved in a murder case involving moral turpitude to their previous status after granting amnesty will be a mockery of the entire justice system.'
The conflict between the husband and wife did not end there. On Monday, Chaitra 19, 2080, a scuffle broke out between the cadres of the Resham-Ranjita group at the central committee meeting held at the central office of the Civil Liberties Union in Anamnagar, Kathmandu. The situation arose between them over whether to support the Sudurpaschim government or not. Resham was adamant in supporting the Kamal Bahadur Shah government led by the Nepali Congress, while Ranjita's stance was that it would not be done under any circumstances.
In the days that followed, the Civil Liberties Union was caught in a whirlwind of internal conflict over the issue of forming the Sudurpaschim provincial government. Resham's pro-Resham MPs had a majority in the Sudurpaschim provincial assembly. Out of the 7 members, 5 out of 7 were openly in favor of Resham. While Kailash Chaudhary and Tika Thapa were seen in favor of Ranjita. During that time, Chairwoman Ranjita took several disciplinary actions against the MPs of the other party.
In a series of actions, on 21 Chaitra 080, she sent a letter to the Far Western Provincial Assembly recalling Indira Giri, a proportional representation MP who was also the Minister of State for Land Management, Agriculture and Cooperatives, from the Provincial Assembly. Based on the same letter and on the instructions of Pushpa Kamal Dahal, who was also the Prime Minister at the time, Speaker Bhim Bahadur Bhandari posted a notice in the Provincial Assembly on 26 Chaitra 080 that Giri had been returned as per the party's recommendation, and Giri lost her MP position.
However, on 2 Baisakh 081, the Supreme Court issued an interim order not to implement the decision of the Supreme Court's bench of Justice Prakash Man Singh Raut to remove MP Giri from his post, and Giri was reinstated as MP.
Amid the confrontation between the Resham-Ranjita group, on 16 Asad 081, a majority of members removed Ranjita Shrestha, the leader of the parliamentary party, and elected Gangaram Chaudhary as the party leader.
Before the Congress-UML alliance, the Civil Liberation Party, which was the decisive force in the Sudurpaschim Provincial Assembly, faced many ups and downs in the formation of the power and parliamentary affairs of the Sudurpaschim. The chief minister's post, which came to the fore, was lost due to the clash between the Resham-Ranjita faction. After two people from Naupa claimed the post of chief minister, the provincial chief did not recognize both of them.
MPs from the province to the union were embroiled in a 'transaction' controversy.
Meanwhile, two ministers from Sudurpaschim, representing Naupa, were ousted from their posts in a dispute over financial transactions. Laxman Kishore Chaudhary, who was initially a minister in the Ministry of Industry, Tourism, Forest and Environment, had to resign after the audio of the transaction became public, while Rameshwar Chaudhary, who became a minister in the same ministry for the second time, was dismissed by Chief Minister Kamal Bahadur Shah for committing irregularities in the annual budget.
Not only in the province but also the MPs of the union were not spared from the controversy of irregularities . It was revealed that the Minister for Eastern Land Management and Naupaki President Ranjita Shrestha was also involved in the role of a 'middleman' in the land grabbing of 134 ropanis of 'Lychee Bagan' located in Batulechaur, Pokhara, Kaski. The involvement of Shrestha, who was also an MP, was also seen during the investigation by the Commission for the Investigation of Abuse of Authority into the bribery 'deal' case between the then Minister for Federal Affairs and General Administration Rajkumar Gupta and the middleman Sujan Lama .
The unity with Janmat was shattered at the last moment
Based on the 2079 election, the party unification announcement was scheduled for 2082 Baisakh 17 between the Nagarik Unmukti Party, which has a strong vote share in the Far West, and the Janmat Party, which has a strong base in Madhesh Province.
After the merger of the two parties, Janmat under the leadership of CK Raut in 2077 BS and the Civil Liberation Party in 2078 Poush, it was made public that the chairman of the party to be formed would be Janmat Party chairman CK Raut, Naupa patron Resham Chaudhary, and Naupa chairperson Ranjita Shrestha as the co-chair. When both parties merged, there would be 10 members of parliament in the federal parliament, 6 from Janmat and 4 from Naupa. That number of members was their strategy to have a lot of meaning in unstable power politics. But on the day of the announcement of the party merger, Resham Chaudhary was suddenly taken into custody by the police based on false information, and the unity of that day was abandoned.
Eventually, both parties split

Resham-Ranjita have separated politically in Naupa. Naupa has split. Resham Chaudhary, who announced the formation of a new party some time ago, has registered an application for party registration with the Election Commission four days ago on Thursday under the name of Nagarik Unmukti Party, Nepal. Leaders including Resham, who reached the commission in the same attire for the purpose of party registration, have proposed Kabir Sob as the chairman of the newly formed party and the election symbol Janto. But the founding central members of Naupa have not joined any new party. Meanwhile, troubles continue in Naupa led by Ranjita.
Krishna Sarvahari, who has been closely studying the internal politics of Naupa since its establishment, says that this decline in Naupa is due to power struggles between husband and wife and personal egos. ‘During the establishment period, there was an agenda of Tikapur Rajbandi, an agenda of oppression of the Tharu community. Now, what agenda will they carry among the people?’ says Sarbahari. ‘It doesn’t seem like there are any issues left in the near future.’
On the other hand, the Janmat Party led by CK Raut, which had started emerging as an alternative to traditional political parties like the Congress, UML and Maoists in Madhesh, has also disintegrated in the meantime. Chairman Raut had defeated Upendra Yadav, who had influence not only in Madhesh but also in the country’s politics. Abdul Khan Resham, the vice-chairman of Janmat, who is also a former MP, has joined Chaudhary’s party.
The party has split under the leadership of Deepak Sah, who was taken into custody by the Janmat Party, after more than 20 percent of its central members joined. The Janmat Party was registered with the Election Commission on Asoj 28 after the Janmat split. Janmat has lost only the leadership of the government in Madhesh with the split it has suffered in the strife of power politics.
Sah was expelled from the party on August 22 by Janmat for engaging in activities against the party policy. Sah was the vice-president of Janmat. The three vice-presidents are Suraj Singh, Surendra Narayan Yadav, and Shambhunath Sah. Similarly, the three secretaries of JSWP are Hemlata Devi, Sunil Kumar Yadav, and Sanjay Prasad Yadav.
The new party's flag will have vertical stripes of blue, white, and red. The meeting of the commission held on Tuesday has given instructions to complete the remaining processes of party registration, recognizing JSWP.
