The signatories are the Maoist Center (Pushpakamal Dahal), CPN-S (Madhav Kumar Nepal), Nepal Samajwadi (Mahindra Ray Yadav), CPN-S (Raju Karki), Jana Samajwadi (Subhash Raj Kafle) and CPN (Chiran Pun), Maoist Socialist (Karnajit Budhathoki) and CPN-S (Prem Bahadur Singh).
