Even within the working committee, which includes top leaders, there is still a difference of opinion on whether to bring forward or postpone the party's 15th general convention elections.

The meeting of the Central Working Committee of the Nepali Congress is currently underway at Dhobighat to reach an agreement on the agenda of the general convention. After failing to reach a common understanding on the agenda, Acting President Khadka postponed the meeting of the Central Working Committee for two more days and convened the meeting of the Working Committee.
Even in the party's performance committee, which includes top leaders, there is still a difference of opinion on whether to hold the party's 15th general convention before the election or after.
In Saturday's office bearers' meeting, there was a positive opinion on allowing General Secretary Gagan Thapa to present the agenda. Thapa was preparing to present the agenda to hold the central general convention from Poush 16-19. However, on Sunday morning, the leaders of the establishment party were adamant that they would not be able to attend the pre-election general convention.
If Thapa presented the agenda for Poush 16-19, then Joint General Secretary Mahendra Yadav from the establishment party had prepared another agenda on the counter to hold the central general convention in Baisakh. The seven former office bearers who were on the establishment side have not been in favor of holding the general convention before the election under any circumstances. A central member said that their insistence had broken the agreement reached the previous day.
In the meeting of the Executive Committee sitting at Dhobighat, the establishment party is insisting on bringing a schedule to hold the central general convention in Baisakh, while the other party is proposing a schedule for Poush 16-19. Leader Shekhar Koirala, who is in the middle of the party, had also held a telephone consultation with party President Sher Bahadur Deuba, who is abroad, to reach an agreement on the schedule for Poush 16-19.
His secretariat has stated that he consulted with Deuba on Saturday. ‘There was some positive atmosphere after talking to Deuba. We were hoping to present a schedule to hold the general convention by mid-Poush today,’ said a leader of the other party, ‘The situation has deteriorated after even the leaders who appeared positive yesterday presented themselves strongly today.’
