The Unified Socialists have entrusted the Central Secretariat with the responsibility of finalizing party unity with the Maoists.
The final decision to unite with the Maoists could not be made after a dozen leaders including respected leader Jhalanath Khanal, Vice President Ghanendra Basnet, General Secretary Ghanshyam Bhusal, Deputy General Secretary Bijay Poudel, leader Ram Kumari Jhankri and others disagreed in the Central Committee meeting.
The leaders who are in the opposition and are in talks with the UML, who are in dispute over the unity with the Maoists. On Friday, UML Chairman Oli has called on the disgruntled leaders of the CPN-S to return home. UML leaders have already started talks with Khanal, Bhusal and Jhankri. ‘Informal talks have started with the leaders of the CPN-S. A senior leader of the CPN-S confirmed that they are in regular talks with leaders other than the UML chairman. ‘Informal talks are underway with the UML leader,’ he said, ‘It is not that we are going to join the UML right now.’
‘The secretariat will decide on unification with the Maoists. The central committee did not finalize this,’ said General Secretary Ghanshyam Bhusal, ‘We will put our disagreement in the secretariat meeting.’ The establishment party had prepared to make the final decision on unification with the Maoists from the central committee. After the meeting received a strong vote that a hasty decision should not be made, the central secretariat has been given the responsibility of making the final decision.
After the meeting, Vice President and Spokesperson Prakash Jwala informed that a policy decision has been made to unify with the Maoists and other parties. ‘The meeting has made a policy decision to unify the party with the Nepal Communist Party (Maoist Center) and other political parties. The secretariat has been given authority on how to move the entire unification process forward,’ he said, ‘We have unanimously decided to unify the party.’ He said that the political report of Chairman Madhav Kumar Nepal, which prioritized unification with the Maoists, was unanimously passed after an open debate. ‘We have openly debated in a democratic manner and unanimously decided on the chairman’s proposal for party unification,’ he said.
The other side said that since there was no unanimous decision, the central committee would make the final decision for party unification. The establishment side said that since the central committee, the highest body of the party, had already decided on unification, it would not be stopped now.
Concluding the meeting, he said that after Nepal unites with the Maoists, coordinator Pushpa Kamal Dahal and himself would step down from their major responsibilities. ‘I have said that Prachanda should be left after unification, I will also step down,’ he said.
The majority of the 151 central members who spoke in the central committee were in favor of unification with the Maoists and the left. They said that unification should be done only on a solid agreement on theoretical and ideological grounds.
Leader Khanal, General Secretary Bhusal, and leader Ram Kumari Jhankri have warned that if the CPN-S unites with the Maoists on the strength of the majority, they will reorganize the party and move forward. Disagreeing with the proposal for party unity, Jhankri had taken a stand to reorganize the Samajwadi Party. ‘We will reorganize this party and leave. Please do not try to take action against friends and people’s representatives who do not agree with the unity,’ she said in the meeting on Friday, ‘Do you identify with the unity with the Maoist Party or not? It does not matter if you do not. This is a political and moral campaign rather than a legal one.’
She wished those who go for unity and said that she would stay out. ‘Those who agree with this unity should go,’ she said, ‘We are in favor of left unity. But those left parties are for leadership reorganization, transformation and unity,’ she added, ‘We are seeking unity with all left parties.’
She said that she considered the UML to be right-wing for a momentary warmth. ‘Here, it is as if they felt a momentary warmth by labeling the UML as right-wing,’ she said.
The reason behind the attempt to unite with the Maoists is mainly related to the issue of Chairman Nepal's personal security, according to a disgruntled leader. The leader says that Madhav Nepal is rushing to unite with the Maoists after the case was filed in the Patanjali land grabbing case in Kavre. 'There is no ideological basis in this unity. Madhav is linked to Nepal's security,' he said.
According to a leader who is opposed to the unity, the homework of building a party by reorganizing the CPN-S has already begun.

UML Chairman KP Sharma Oli has urged the leaders and cadres who have left the party to return home. Amidst the controversy over unification with the Maoists in the CPN-Unified Socialist Party, Oli has publicly called on those with different views to return to the UML.
‘I would like to sincerely appeal to all the leaders and activists who have walked together on the journey of building and strengthening the CPN (UML) in the past,’ he said through social media, ‘Wherever you are, return to your own homes. This home was built with your sweat and blood.’
He said that by uniting in the UML, we can ignite the flame of hope. ‘Let us all move forward shoulder to shoulder again, protect the country’s independence. Let us protect democracy and light the light of happiness, prosperity and hope in the lives of the people,’ he urged, ‘We are one family. Our goal is clear – prosperous Nepal, happy Nepalis. Let no one get confused, come, come to your own homes – to realize our common dream. Let us join hands in building a decisive national force.’
He said that it is necessary to move forward in the direction of averting the political crisis seen in the country. "Today, by causing another great destruction, the country's sovereign existence has been challenged, and the democratic constitution is being threatened," Oli added, "We cannot remain silent at a time like this. We must all move forward with one mind, one voice, and one direction to protect national unity, the country's self-respect, and democracy."
