Today's discussion between Acting President Purna Bahadur Khadka and the two general secretaries on the issue of the regular work schedule of the Nepali Congress has also ended without an agreement.
Khadka and General Secretaries Gagan Thapa and Bishwaprakash Sharma had proposed a schedule to hold the central general convention from Poush 16-19 instead of mid-Mansir for an understanding. General Secretary Sharma had made this alternative schedule public on Thursday morning.
After the meeting of the three leaders on Friday morning was not positive, both sides had discussed in their respective groups at the party headquarters, Sanepa, to reach an understanding. Now They are heading to Sanepa.
Although General Secretary Thapa demanded to present the schedule in the meeting on Friday itself, he did not participate in the meeting because the establishment party was not flexible in holding the general convention before the election.
Khadka, on the other hand, had urged the general secretaries to understand the bottom line given by his group that the general convention should not be held before the election.
The two general secretaries reminded Khadka of the responsibility given to the acting president by President Sher Bahadur Deuba to hold the general convention within the time limit specified in the statute. The general secretaries had warned that if the regular general convention was not held within Poush 16-19, a special general convention would be held.
However, Khadka had repeatedly expressed his group's difficulties. 'I am also positive in favor of bringing the regular general convention schedule within Mangsir.' But my group friends are not agreeing to bring the schedule to hold the general convention before the election. I am still trying to convince my group friends,' Khadka had said.
Meeting at Koirala's residence to decide on a common position
A meeting was also held at leader Shekhar Koirala's liaison office in Bishalnagar this morning to decide on a common position on non-establishment issues. At the meeting of the other party officials, General Secretary Sharma had discussed with Koirala the agenda of the Poush that he had put forward.
Koirala, who was in the middle lane and did not appear in any faction in the struggle between the establishment and the general secretaries, had been urged by the two general secretaries to organize his group. ‘If the regular general convention is not held on Poush 16, there will be a special general convention. We must be ready for that,’ the general secretaries said.
According to Joint General Secretary Badri Pandey, who participated in the meeting, leader Koirala is in favor of holding a regular general convention in Poush. ‘Earlier, he was adamant that the regular general convention should be held in Mangsir.’ As the meeting dragged on, it became impossible to hold it within Mangsir. Koirala believes that if the active membership is finalized by Mangsir, all level conventions can be completed within 15 days,' Pandey said, 'This is a flexible schedule, and his view is to bring it to the Central Working Committee accordingly.'
Another joint general secretary Jeevan Pariyar said that the other parties have reached a common view on holding the general convention before the election. 'Now, it is not enough to just extend the meeting. If it is not completed by mid-Mangsir, the schedule should be brought so that the general convention can be held by Poush 16. The general secretaries went to the meeting with the acting president with a common view that the general convention must be held before the election,' Pariyar said about the Bishalnagar meeting, 'First, it is not decided whether the election will be held on Falgun 21 or not. If it is held, the Congress will go to the election. But it is not possible to stop the schedule by showing the election. The other party's view is that all levels of conventions should be held before the elections,' he said.
