Congress General Secretary Gagan Thapa has boycotted Thursday's meeting of the Central Working Committee after he was unable to present the agenda for the general convention. Before the meeting began, Thapa and another general secretary, Bishwo Prakash Sharma, had an informal conversation with acting president Purna Bahadur Khadka regarding the agenda.
Thapa had reached Sanepa before 1 pm with the preparation to present the agenda in the meeting. A central member said that Thapa left Sanepa in a daze after Khadka, during a discussion between three office bearers in the office of the acting president, asked to wait for a day, explaining the difficulties of his group.
Earlier, General Secretary Sharma had made public a four-point proposal on various options for holding regular and special general conventions. Thapa was preparing to bring the agenda in the same vein. Thapa had moved forward on the basis of a positive conversation with Acting President Khadka on Wednesday.
It is customary for the General Secretary to present the agenda in a Congress meeting only with the consent of the president. Earlier, Thapa had presented two options for the general convention in the meeting of the Central Working Committee. The establishment side rejected Thapa's option presented to the Working Committee for proposal to the Central Working Committee. He then made it public.
The first point of the options presented by Sharma on Thursday is the regular general convention schedule for Mangsir 27-29, which Thapa proposed in the performance committee meeting. If there is no agreement on this, he drew the attention of Acting President Khadka to two options for a special general convention.
The second point was to call a special general convention in the context that 54 percent of the delegates to the general convention had already applied to the party's central office in Sanepa on Asoj 29 for a special general convention. The first priority when calling a special general convention is that the Central Working Committee itself should call it, and if the Central Working Committee is not ready, the second priority is to call it as demanded by 54 percent of the signatories.
