If the regular general convention is not held in Mangsir itself, will there be a special general convention? If the special general convention is not even called, what is the justification for the petition with the signatures of 54 percent of the general convention delegates? As the issue of the general convention becomes a matter of prestige between the two camps of the Congress, the leader of the other party, Shekhar Koirala, who is in the middle, has said that the central committee should immediately bring out the agenda to avoid increasing the risk of party division. The meeting of the central working committee, which was adjourned on Kartik 1, is starting from the 13th.
Leaders of the General Secretaries Gagan Thapa and Bishwaprakash Sharma group are adamant that if the regular general convention is not held in Mangsir itself, a special general convention should be held. However, if the establishment party, which has a majority of more than two-thirds in the Central Working Committee, does not take any decision by majority, Koirala has said that the representatives who signed the demand for a special general convention can call a separate meeting and in such a situation, the risk of party division may increase.
Koirala, who is not seen on both the establishment and General Secretary sides, said that the regular general convention or the Central Working Committee itself should take a decision on a special general convention in Mangsir to prevent a separate meeting from being held. However, he says that he is not in favor of a special general convention.
‘I am neither in favor of delaying the regular general convention, nor in favor of a special general convention,’ Koirala said in an interview with Kantipur, ‘A special general convention only changes the leadership of the center, but if a regular general convention is held, everyone from the ward to the center will have a convention and new energy will come within the party. Therefore, let’s work by bringing the regular general convention schedule within Mangsir. If it is not possible while working or if the election is held in Falgun, it is natural to postpone the time.’ The establishment party is not in favor of any general convention in Mangsir, pointing to the Falgun 21 election. According to Mahendra Raya Yadav, the establishment party’s joint general secretary, the Election Commission has already asked for a list of proportional candidates, and both the special and regular general conventions cannot be held in Mangsir between the Falgun 21 House of Representatives and the National Assembly before that.
‘Recommendations for candidates should come from below.’ That will take a month. That is why the entire strength of the Congress should be invested in the election, the party's 15th general convention should be held in Baisakh,' Yadav said, 'No one should create prestige for the general convention. It should not be taken as a victory or defeat. There is no possibility of a special or regular general convention in Mangsir.'
General Secretary Thapa and Sharma are adamant that a special general convention should be held if there is no regular general convention. General Secretary Thapa had put forward two options for holding a regular general convention in Mangsir in the morning meeting of the Central Working Committee on Asoj 30.
His first option was to hold a central general convention directly on Mangsir 27-29 after the selection of the general convention representatives. The second option was to hold a central general convention on the same date after completing all the level conventions. After the establishment party rejected it, he made the proposed schedule public the next day. In the same meeting, he also drew attention to the demand for a special general convention with 54 percent signatures.
Leader Gururaj Ghimire, who led the signature campaign for a special general convention, said that if the demand made based on the provisions of the statute is rejected, the party's democratic philosophy will be questioned. 'The demand for a special general convention can be nullified only by holding a regular general convention in Mangsir itself, otherwise the process of a special general convention should be started, which is the provision of the statute,' Ghimire said. 'Can the party's 15th general convention be held by ignoring the signatures of 54 percent of the general convention delegates? If it cannot be regularized within Mangsir, there is no other legal way but to call a special general convention.'
Ghimire alleges that the establishment side is trying to nullify the demand for a special general convention by spreading rumors that the party is about to split.
'There is an attempt to push back the process by saying that a special general convention will split the party.' This is not about dividing the party, but about building a party capable of facing new challenges in a changing context. It is about building an organization that can face new demands with new policies, programs and leadership,' he said, 'They are trying to make a futile reconciliation in the feelings of the common workers by spreading rumors of party division to cover up their shortcomings. That is not possible.'
There is a mandatory provision in the Congress statute that if a special general convention is demanded with 40 percent signatures, it must be called within three months. With the support of General Secretaries Dui Thapa and Sharma, 54 percent of the general convention delegates have registered the petition for a special general convention with their signatures on Asoj 28 at the party central office. According to the statute, the special general convention should be held before Mangsir 28. However, the establishment side has been raising questions even about those who signed for the special general convention.
Joint General Secretary Yadav claimed that if the signatures are identified, it will come down to 30 percent. ‘Some delegates are withdrawing, some have complained that their signatures have been forged. If all this is verified, it is estimated that it will come down to 30 percent,’ he said, ‘There is no time for both special and regular. After giving the responsibility of the acting president, the rationale for the special general convention has ended. After giving the responsibility of the acting president, President Sharma said that we should move forward together to save the party and the constitution, it is not appropriate to sit around and say that I am a fool. It is not right to sit around and say that I am a fool. It is not right to follow the convention’
Young leader Bhupendra Jung Shahi has said that if there is will, a regular general convention can be held in Mangsir itself. He questions why the Congress cannot do it while the UML is preparing to hold a general convention. ‘Only a regular general convention brings new awareness to the Congress from top to bottom. It increases the representation of the Gen-G generation, a regular general convention can be held even through a short process by understanding the time and situation,’ he said.
