The first meeting after Congress President Sher Bahadur Deuba handed over the responsibility of acting president to Vice President Purna Bahadur Khadka is being held shortly.
Deuba had announced in Tuesday's meeting that he was stepping down from the party's executive role by appointing Khadka as acting president. The adjourned meeting is set to begin on Thursday after his statement that he had stepped down from the executive role.
The meeting is set to discuss whether to hold a regular general convention or a special general convention within Mangsir. General secretaries Gagan Thapa and Bishwaprakash Sharma have been maintaining that a regular general convention should be held without extending the term of the Central Working Committee, whose term is set to expire on Mangsir 21. If there is no regular general convention, they are of the opinion that a special general convention should be held.
The general convention representatives supporting Thapa and Sharma have already registered a petition with their signatures at the party central office on Wednesday for a special general convention. They have submitted the petition stating the signatures of 53.91 percent of the general convention representatives and the reason for calling the general convention and the issues to be decided. The constitution of the Nepali Congress provides that the Central Working Committee itself or 40 percent of the general convention delegates can call a special general convention.
The establishment-party leaders have started saying that the relevance of the special general convention has ended after President Deuba gave the responsibility of the acting president. Khadka had an informal meeting of the establishment party on Wednesday, the day after he took over the responsibility of the acting president. The meeting concluded that the relevance of the special general convention had ended and brought the idea that preparations should be made for a regular general convention.
After the meeting, Vice President Khadka said that it was only a meeting of an opinion group and not of any faction. He said that it was a task to get suggestions on how to maintain broad unity within the party and how to move forward for a regular general convention.
Central member Ramhari Khatiwada said that there was no relevance for a special general convention when the term of the general convention delegates had already expired. He said that there was a discussion on how to create greater unity within the party by preparing for the regular general convention. ‘The four-year term of the representatives of the 14th general convention is ending, and the term of the Central Working Committee is also about to end. In such a situation, instead of a special general convention, we should go to the regular general convention and this idea has been raised in the meeting of the founding party,’ he said.
Meanwhile, leaders in favor of the special general convention have been saying that since the regular convention could not be held in Mangsir, they should be able to convey the message of transformation in the party even by calling a special general convention.
