The agenda of the Central Working Committee meeting, which will begin on Tuesday, has not been decided as the dispute between the Congress establishment and other parties on whether to hold the convention within November or not has reached its climax. The meeting of party officials and ex-officers held for four days to decide the agenda has become a hostage since no agreement was reached on the schedule of the convention. The meeting chaired by Deputy Chairman Purna Bahadur Khadka will continue for the fifth day on Monday.
The four-year term of the Central Working Committee under the leadership of Congress President Sher Bahadur Deuba is ending from the end of next November. According to the constitution of the party, the tenure can be extended by one more year. However, other leaders of the establishment including leader Shekhar Koirala, General Minister Gagan Thapa and Vishwaprakash Sharma are standing in favor of holding the convention within November without extending the working committee period. When the founding party does not agree, the controversy is at its height. General Minister Thapa has said that he will not take the proposal to extend the term in the meeting of the Central Working Committee starting from Tuesday. There is a rule that the General Minister presents the agenda in the meeting.
The General Secretary has been warning that if the meeting of the Central Working Committee does not decide the date of the convention within November, the process for the special convention will be started. Although there is a provision that a special convention can be convened with the signature of 40 percent of the congress representatives, the other parties of the establishment have claimed that 50 percent of the signatures have already been obtained. With the said signature, other parties are preparing to make a petition before the meeting of the Central Working Committee to proceed with the process of the special convention.

While signing for the special convention to change the leadership, a pro-establishment group under pressure is suggesting to President Deuba to dissolve the central working committee and form a convention organizing committee under the coordination of a leader. The leadership of which is taken by BP's son Shashank Koirala. He believes that if Shashank takes this path, even leader Shekhar Koirala can be convinced. Another group is arguing that the special convention can be avoided if deputy chairman Purna Bahadur Khadka is given acting chairman according to law and method.
Establishment party leader Bir Bahadur Balayer, who is also the chairman of the Sudurpaschim Province Congress, said that if the matter of leadership goes ahead according to the agreement, it will be done no matter what option is chosen. However, the chairman said that it is not acceptable to hold a special convention in a humiliating manner.
He claimed that even a regular convention in the coming November would not be possible from any angle. There is no objection if we proceed according to what is agreed upon by sitting with the chairman on the issue of leadership. However, if the party wants to go to the elections on February 21, the convention is not possible before that. It is not even possible in terms of preparation," he said. "Looking at the situation after the Jane-G movement, if there is a demand for a convention, we need to first amend the constitution to address their demand, not the leadership. The age group that has made political changes through agitation, if the issue is to ensure their participation in the party, then the constitution should be amended first, not the convention.
According to him, it will take at least six months to complete the convention for the amendment of the constitution, renewal of membership and distribution and organizational preparations. Balayar says that it will be difficult to hold a convention before Baisakh. "There is no need to bring a list of active members and hold a special convention. This is impractical, if the Central Working Committee itself has expired and is becoming illegal, then how is it possible to hold a special convention from the old active membership?'' he said.
So far, the renewal of the active membership of 25 districts has been completed. Distribution of new active memberships has not yet started. The initial electorate for the Center's convention is the three active memberships. From the representatives elected from the active membership, ward, municipality through province, representative assembly constituencies, district through province and central convention are held. The representatives who are the voters of the Central Convention are elected from 165 constituencies.
Up to 25 people (either 26 or 27 with inclusive clusters) are elected from each region, including regional chairpersons. There will be 25 people including the district chairperson from the district with one constituency. The members of the Election Central Working Committee, including the officers, are automatically delegates to the convention. There are 40 people nominated by the Central Chairman. There are 122 people from fraternal and benevolent organizations. More than 4,700 convention delegates are also selected from the foreign public relations committees.
Central member Govind Pokharel says that it can be done with a short schedule. He said that renewal of active membership and new distribution can be done through the online system till October 15. His plan is that the dispute in the active membership can be ended within a week and the ward session can be started from the first week of November.
Pokharel has suggested that after the ward session starts in the first week of November, the district session can be completed by the 20th of November. After that, it is his proposal that state and central elections can be held on the same day. He proposed that even the voting of the center should be done at the state level. Pokharel said, "If the convention can be held within November, it will also give the Gen-G youth an opportunity to increase their representation at all levels for competition in the party." Among other parties, General Minister Thapa and Sharma are saying that the first priority is to hold a regular convention in November, but most of the leaders of the same group are insisting on a special convention. Leader Arjunnar Singh KC said that due to the burning of active members in 37 districts, there is no possibility of holding a regular convention, so priority should be given to a special convention.
