In the Congress, the debate over whether to hold a regular convention or call a special convention by the end of November is getting heated. In the official meeting called by party chairman Sher Bahadur Deuba on Thursday, General Minister Gagan Thapa and Bishwaprakash Sharma proposed a regular convention within November. The leaders of the founding party have emphasized that it is not possible to hold a regular convention within November.
It is not only the President's term, but also the General Minister's term that cannot be extended. The term of this working committee will not be extended. Deputy Chairman Purna Bahadur Khadka informed that the Chairman could not attend due to health . As soon as Khadka started the meeting, General Minister Thapa proposed a regular convention. Saying that he is not in favor of extending the tenure of the Central Working Committee, he said that there is an option to call a special convention if it is not regular within November. Another General Minister Sharma supported it.
General Minister Thapa said that the proposal to extend the term of the current working committee of the Congress will not be taken to the Central Committee on 26 October. This is a matter of not extending the term not only of Chairman Deuba, but also of the General Minister. The term of this working committee will not be extended. After that, there will be a regular convention, otherwise there will be a special convention," he said.
General ministers argue that if there are procedural complications for the convention, it can be done by removing obstacles in the constitution. They have also claimed that more than 40 percent of the delegates have signed for the special convention. According to General Minister Thapa and Sharma, the founding party does not want to hold a regular convention in November by showing the reason for the method, process and participation.
Congress central working committee meeting is starting from next Sunday. Deuba has announced his presence in the said meeting. In the meeting which included top leaders including office bearers and ex-officers, allegations/rebuttals were also made between the founding party and other parties regarding the signing of the special convention.
Congress spokesperson Prakasharan Mahat said that there is no objection to holding a regular convention. However, he says that there is a difference of opinion on whether it can be done in November itself. "Practically, if it is possible to do it by the end of November, we are not saying that it should be extended unnecessarily," said Mahat, "However, there is a matter of method, process and participation in the convention." There is also the participation of the youth generation to address the demands of the Gen-G movement. In view of all these things, the convention should be held in such a way that no question arises.

He said that if the regular convention cannot be held, there is no option to hold a special convention.
Leader Shekhar Koirala said that his old stand was in the regular convention . "I have been raising the issue of regular congress on time, and I am still sticking to it," he said. Joint general ministers Umakant Chaudhary and Mahendra Yadav of the establishment side protested saying that the general ministers who are in charge of organizing the regular convention did not fulfill their responsibilities and made them sign for the special convention.
Joint General Ministers Jeevan Pariyar and Badri Pandey said that if there is no regular convention within November, a special convention will be the only option. Regular convention is the first priority. However, if the time and circumstances do not allow, what other option can there be other than a special convention?'' was their question.
The former vice-chairman Bimalendra Nidhi also said that the entire attention of the party should be taken to the election instead of the special convention. He was of the opinion that the agenda of the Central Working Committee sitting now should be in the direction of creating the necessary environment for elections and elections. Sher Bahadurji has already said that he will leave the party leadership. What should be done for that? But the attention of the entire party should go towards the February 21 election," he said.
Leader Arjun Narasimha KC supported the stand of two General Ministers that there should be a special convention saying that there is no possibility of holding a regular convention as active membership documents were burnt in 37 districts . If the regular convention is to be held in November, then the convention of the center should be held from the old active membership and the convention of the ward and region. If this is not done, the regular convention will not be possible," he said. KC said that the Congress should not enter the demand for the restoration of the Parliament.
