Congress has submitted a claim for the leadership of Madhesh state government. On Wednesday, the Congress submitted its claim with the support of 58 provincial assembly members from three parties to the provincial chief's office.

The Congress has said that it has the support of 58 members of the Provincial Assembly, including 23 from the UML, 22 from the Congress and 13 from the Janmat Party. It seems that Chief Minister Satish Kumar Singh also has support. 

The claim has been submitted to Shatrudhan Yadav, the designated secretary of the office in the absence of the state chief . Yadav said that the claim given under the leadership of Congress is not registered now. It is his statement that the claim submission was not registered as the provincial head was out of the country and was/is not legally present. "The claim letter has not been registered in the office of the provincial head," he said, "the office has not called for the formation of a new government." Janmaat Party parliamentary party leader Mahesh Prasad Yadav informed that the claim was submitted before taking any wrong step. He made it clear that he submitted the claim earlier due to the fear that the Chief Minister would dissolve the state assembly. "Various conspiracies have been heard since two/three days," he said, "we also heard about dissolution of the provincial assembly, so we have submitted a claim for the government in advance to alert the provincial chief." He said that since all members of the party are counted in party politics, a letter with support has been submitted to the Congress-led government based on the number of all members. According to him, so far there are 13 MPs of Janmat Party. He said that if any member does not work according to the instructions given by the party, action will be taken. "If any member of parliament votes against the party's directives and guidelines, he will automatically lose his position," he said. He will be dismissed from the office of the party.' Earlier, the office of the party also recommended to the central committee of the party to take action against Chief Minister Singh. According to the recommendation, the inquiry committee has submitted a report to the party and the work is proceeding accordingly, he said.

Party leader Yadav indicated that action will be taken after giving a vote of confidence to Chief Minister Singh. However, political analyst Rakesh Mishra commented that it is unethical to remove the chief minister of his own party and support the Congress-led government. "What can be more unethical than removing the chief minister of one's own party and supporting another party?," he questioned and said, "Now the future of the Janmat Party has also been questioned." He analyzed that forming the current government is also a game to further discredit federalism.

In the constitution, the provision of the position of the Chief Minister is mentioned in four cases . According to Article 169 (1) of the Constitution of Nepal, if he resigns in writing to the head of the state, if the motion of confidence is not passed according to Article 188 or if the motion of no confidence is passed against him, if he is not a member of the state assembly and if he dies, the position will become vacant. 

Chief Minister Singh is preparing to take the vote of confidence among these provisions. Chief Minister Singh has to take the vote of confidence by October 27. For that, he will have to inform about taking the vote of confidence in the state assembly by October 26. The parties who have submitted their claims without taking a vote of confidence in Chief Minister Singh will move a no-confidence motion against him. Last August 28, his own party withdrew support from the Singh-led government. There is a provision that a vote of confidence should be taken within 30 days of any party withdrawing support from the government .

Singh, who became the Chief Minister from the Janmaat Party, is being pushed by his own party to remove him from the post. Earlier, he was recalled from the post of Chief Minister by the party . However, after not resigning, it was also recommended to take action in the party. However, Janmaat Party has not taken action against Chief Minister Singh yet.

Chief Minister Singh resigned on Facebook during the Gen-G movement on August 24. He had not submitted his resignation in writing to the office of the provincial head. However, after the state assembly was not dissolved, Chief Minister Singh took a stand that he would not resign. After that, Chief Minister Singh was recalled by his own party on August 28. And, on October 2, the Chief Minister was recommended to the party for action. At that time, the Janmat Party was sitting on the opposition's desk in the state assembly. In the first week of October, the Congress also decided to withdraw from the Madhes government. On Wednesday, UML also withdrew its support from the Singh-led government and submitted a claim to form the Congress-led government.

Chief Minister Singh is silent on all these incidents. However, on the day of Constitution Day, the public  Although he was ready to resign from the program, he declared that the letter of the party was torn and he did not resign to protect federalism. He complained that the party had discredited him by putting the internal decisions of the party he was associated with on social media. In the meantime, Chief Minister Singh also consulted with the ministers and their leaders to protect their position. 

After the discussion of the top leaders of the opposition party Jaspa, Maoist Center, CPN (S) and others, the Chief Minister reached the mood of not resigning. At that time, the public opinion party was also on the verge of breaking up. And, he tried to save his position by getting the support of the opposition and some of his MPs.
