In the Second Legislative Congress of the Communist Party of Nepal (UML), President KP Sharma Oli, advancing the concept of socialism with Nepali characteristics, said that plurality and diversity will be added to the socialist state system based on the characteristics of the society.
Deputy Secretary General Pradeep Gyawali is reciting the detailed report of President Oli's political proposal in Godavari. President Oli's concept of socialism with Nepali characteristics is said in the proposal, 'Plurality and diversity as a characteristic of Nepali society will be promoted harmoniously in the socialist state system. Unity in diversity, not unity in uniformity, will be promoted.'
Nepali characteristics are newly interpreted as the protection and development of national interest, national self-respect, identity and independence in the mandatory tasks of socialism. One of its main foundations is 'perfect democracy'.
In the political report proposed by President Oli, it is said, 'Nepali is an important aspect of socialism, it will assimilate the universal values of democracy. Issues such as the supremacy of the constitution, rule of law, human rights, separation of powers and periodic elections will be the integral basis of running the state. Competition between parties will be ensured. It will be guaranteed that there will be no unelected power, that the government will be governed only by the opinion of the people.' In the
report, the lower class, middle class and upper class are depicted under the class structure section. According to which, the annual income of the lower class is usually less than 1.5 lakh rupees, the income of the middle class is around 1.5-5 lakh rupees and the income of the upper class is above 5 lakh rupees.
It has been shown that there are more landless, marginal farmers and low income groups in the Dalit and Muslim communities in terms of caste and social dimensions. The facts of the year 2022 are considered as basis in the report. According to which, the average poverty rate is 20.3 percent, while among Dalits it is more than 30 percent.
Similarly, the human development index also mentions the conclusion of caste discrimination in the report. The Human Development Index in 2004 was only 0.552 for Bahun/Kshetri, 0.424 for Newar and 0.401 for Muslim. These facts also show inequality in the rate of poverty reduction. Bahun/Kshetri has 46 percent, Dalits 21 percent and Muslims only 6 percent.
