In the organizational proposal of party general secretary Pokharel, UML has stated that the road map for building decisive national power will be presented on the basis of the problems and solutions found in the field of party building, based on universally accepted norms up to now.

'In order to establish the party as a decisive national power, the policy of creating a position of trust and confidence in the public welfare state system with plans for development and prosperity and social justice has been clarified towards our party in all sectors of society,' the statement issued by the UML states, 'It has been emphasized that the building of national power is indispensable for the continuous advancement of political stability, national interest and self-respect, prosperity and good governance in the country.' Gautam informed that in the proposal related to the amendment of the constitution, there will be two categories of members in the party, no age limit of 70 years, maintaining the district committee as an executive, a 251-member central committee, one-third of which will be a politburo and a permanent committee with 15 officials. A provision has also been proposed to make one woman mandatory in the office.

General Secretary Pokharel said that there was no difference of opinion on the political documents.
